The Research On The Administrative Coordination Mechanism Of The Administrative Services Center

The establishment of the administrative service center in China is a new system design and exploration under the guidance of the concept of service-oriented government. It is a great significance to improve the performance of the government and speed up the administrative reform. From September 17, 1999 the Shaanxi Administrative Service Center established, most of the provinces, municipalities, and more than half of the county have set up it, too. The phenomenon has become the innovation for China's administrative system reform. At this stage, administrative service centers major focus on administrative permission, approval process, government information opening, monitoring and supervision. Through continuous exploration, administrative service centers broke the traditional bureaucratic organizational structure of government bonds, and to play an increasing role for public service. Because of the integration of many functions of different departments, there must be contradictions and crises in or out the center. It requires some mechanisms to ensure the smooth operation, and the administrative coordination mechanism is one of them. It is the primary responsibilityof administrative service centes, and penetrates all aspects of the management process to balance the central system. The administrative coordination mechanism is regular or not can determine the success or failure of the administrative service center. This shows that the systematic study of the administrative coordination mechanism of the administrative service center has great theoretical value and practical significance.This thesis launches the elaboration from there aspects: First, the theory outline of the administrative coordination and the administrative coordination mechanism. Based on the previous research, this thesis tried to make a definition of the administrative coordination. It is a kind of administrative activity through management process, performed by administrative body who has legal rights with scientific methods to improve the relationship of internal and external administrative systems, with a view to improve service quality and ultimately to achieve a harmonious and orderly operation of the administrative system and social effective governance purpose. The function of the administrative coordination is the interests balance of the organization, the embodiment of democratic politics and the driving force for the sustainable development of society. The administrative coordination mechanism plays a basic and fundamental role in the organization. Its meaning is: it is a kind of scientific and standard mechanism, which protects the effective function of the entire administrative system and resolves the contradiction between the administrative system and society, to achieve the objective of understanding and cooperation. The function of the administrative coordination mechanism is rationalizing administrative relations, improving the administrative environment and efficiency, enhancing the cohesion and expansioning the external influence of the administrative organization.Second, the current situation of the administrative coordination mechanism of the administrative service cente in China. The effect of administrative coordination mechanism for the administrative service center is about increasing the government information opening, promoting administrative reform, improving the efficiency of administrative permission, establishing good relationship with people and strengthening supervision. There are two current administrative coordination mechanisms: Horizontal administrative coordination mechanism and vertical administrative coordination mechanism. The network coordination mechanism and the market coordination mechanism also play important roles. Certainly, every mechanism is not complete independent, but is in concert with the others to complete the functions of administrative service centers. The trend of the center is good, but the administrative coordination mechanismis not completely regular. The main performance is lack of warrant authorized from higher authorities, coordination between various departments, interaction with the public and policy formulation. This is due to lack of modern administrative culture, imperfect legal system, slow communication pattern and Lack of coordination with the public.Third, reality consideration on improving the administrative coordination mechanism of the administrative service center in China. Overall, China's administrative service centers are at the stage of a gradual exploration. The administrative coordination mechanism as an important mechanism must be growing and maturing. There are sime reality consideration in this thesis. First of all, the government should strengthen administrative and cultural development, and establish a service center image. The spirit of the center is to provide better service, and favorable administrative culture is goode for communication. The center can improve the quality of members and cultivate a good sense of service to increase public satisfaction. Secondly, the government should improve the legal system, and establish the rule of law-based coordination model. A sound legal system is an important guarantee and a law-based coordination model is an inevitable choice for the operation of administrative service centers. We can formulate laws and regulations based on the composition of the administrative aspects. It will insure the the operation of the administrative coordination mechanism in accordance with the law. Thirdly, the government should promote e-government construction to speed up the mechanism reform. The new concept of e-government breaks the traditional organizational structure, and improves the efficiency of the administrative coordination. The application of e-government in the administrative coordination mechanism not only applies a new means and a modern platform, but also provide a good environment for the mechanism reform. Finally, the government should strengthen the interaction with the public to achieve good governance. Administrative service centers must strengthen the interaction with the public, feedback, and resolve internal and external contradictions. Then it can perform the functions of better response to community needs, make better objectives suitable to environment, and thereby promote the realization of good governance.
