Social security as a protective barrier of the state and the people, and our life, the country’s health is closely related to the operation. In recent years, the number of China’s elderly population growth, employment pressure is more and more fierce competition, gradually increase the pressure of social security expenditure. The face of the status quo of China’s economic level of rapid growth, there is a big difference in the level of social security in developed countries with higher economic level of our country’s social security level. The reason is that China’s regional economic development is not balanced, the social security also has the very big difference. Therefore, in order to improve the level of social security in China as a whole, should consider the regional differences with geographical factors, factor analysis of China’s social security level and its influence. This paper first analyzes China’s overall social security expenditure and the level of social security are analyzed, and then analyzed by considering the spatial correlation of geographical factors, found that the level of social security expenditure in China has a great relationship with geographical factors. The results show that the high level of social security expenditure of social security expenditure level of provinces and cities will be surrounded by high provinces, each other together, distribution in Western China; social security expenditure low level of social security expenditure level of provinces and cities will be surrounded by low provinces, each other gathered in Central China; there is a part of social security expenditure level the social security expenditure level of provinces and cities will be surrounded by the provinces of low, distribution in eastern china. The improved scheme for better social security, after the analysis of the social security problems existing in China, selects four main factors in considering the influence of geography, the effect of spatial lag dependent variable model. The results show that the fiscal expenditure, the elderly dependency ratio, the unemployed population with social security level was positively correlated with per capita GDP was negatively related to the level of social security.
