Due to the non-governmental organizations have the characteristics of universality and diversity, they presenta very complicated facein front of the world. Among them,there are some charity organizations which throw themselves into environmental protection, health, education, poverty alleviation, and other areas of the social public charities. At the same time, some illegal political organizations which under the guise of the identity of the non-governmental ideology penetration and intelligence work, guide their assistance to endanger state security and social stability also existed. Based on INGOs’ dual character, how to play the positive role of international non-governmental organizations, as far as possible to reduce their negative impact has become the common goal of international non-governmental organization management for every country. In order toregulate the activities of foreign ngos in China, protecting their legitimate rights and promoting the exchanges and cooperation, in April 2015, the 12 th session of the 14 th meeting of the National People’s Congress have reviewed the draft of INGOs’ management law submitted by the state council.After that,the second review draft to solicit opinions from the public. Obviously, the framework design of managing INGOs by law has already become theone of the most important goals of social management currently in our country. According to incomplete statistics, at present there are about 1000 INGOs long term activities in China,with short-term cooperation organization quantity of the projects, the total number of around 7000. Each year,there are hundreds of millions dollars of activity funds come into our country, their activities cover a wide range of poverty alleviation, assistive, environmental protection, health, education and so on, more than 20 areas. Throughout our current laws and regulations, there are neither management regulations of INGOs’ activities in China, nor relevant provisionsaboutmanaging INGOs to provide assistance or carry out projects. The blank of the legislationmaking our country a lack of formaland widely applicable laws and regulations to regulating the administration of INGOs’ projects and activities. Throughout the rest of the world, Vietnam, India and Russia have worked out specific laws and regulations, they have established the corresponding management mode to regulate the activities of INGOs. Therefore, our country should learn the beneficial experience of other countries, combined with the actual situation in our country, then establishingthe suitable legal system to manage INGOs’ projects and activities in China.
