With the deepening degree of globalization and the diversified development of actors in international relations,in addition to sovereign states,intergovernmental organizations(IGOs)and international non-governmental organizations(INGOS)are playing increasingly important roles in global governance.In recent years,China has paid more and more attention to global governance,but most of the discourse power in global governance is still in the hands of the Western,and most of the existing large IGOs are also initiated and established by Western countries.To participate more deeply in global governance,bring about meaningful changes and bring more Chinese wisdom to the reform of the global governance system,China needs a large number of international talents with both Chinese roots and international vision,professional competence and cross-cultural communication skills.To this end,Chinese government and universities make joint efforts to train and deliver talents to international organizations.Scholars have also done a lot of related research,but I found that most of the existing research focused on competency of staff in IGOs,and there was very little research on that in INGOs.However,some INGOs are exerting more and more influence in various fields of development and have become emerging territories for the competition of discourse power in global governance.In addition,the number of Chinese staff working in INGOs is relatively low.Therefore,I believe that studying the competency of staff in INGOs and comparing it with that in IGOs can supplement the academic field and provide suggestions for China to cultivate more diversified talents in global governance.I chose poverty elimination and climate action out of the 17 UN sustainable development goals.In each field I chose a representative INGO-Save the Children and Green Peace,as well as the corresponding UN specialized agencies-the United Nations Children’s Fund(UNICEF)and the United Nations Environment Programme(UNEP),as the research samples.Then,I collected recruitment announcements,staff interviews and competency related documents of each organization as research materials.In order to conduct in-depth and orderly analysis of the research materials,I adopted the method of content analysis and used NVIVO12 software to encode the research materials.According to the analysis results of coded data,the competency models of four organizations and INGOs and IGOs are statistically obtained.Finally,I interpreted the competency models in turn,focusing on the comparison between the competency models of staff in INGOs and IGOs,and explained the differences.The research found that the following points are common between the competency of staff in INGOs and IGOs.First,with the rise of rank,the emphasis on knowledge decreases and the demand for social role increases.Second,positions of all ranks attach great importance to professional quality.Third,mid-level positions emphasize analytical judgment ability,while senior positions emphasize leadership.The main differences between the competency of staff in INGOs and IGOs are as follows:1.The ability of network building and maintenance is more obvious in the junior level positions of INGOs,and more obvious in the middle and senior level positions of IGOs.This is related to the bottom-up governance mode of INGOs and top-down governance mode of IGOs.2.The entry-level positions in INGOs place more emphasis on organization and planning skills.This is because junior staff of INGOs undertake front-line activities such as advocacy and emergency relief.3.INGOs put more emphasis on professional quality,especially on the level of understanding of the work place.This is related to the pursuit of professionalism by INGOs.4.INGOs pay more attention to display and influence ability,which reflects the populist nature of INGOs and their emphasis on advocacy and communication with the public.5.INGOs pay more attention to love of work and organizational dedication.These are qualities required by the neutrality and the difficult working environment of INGOs.6.IGOs place more emphasis on analytical judgment and research capabilities,reflecting the job of IGOs to provide advice for governments’ policy-making through research and release of data and reports.7.IGOs place more emphasis on holding a holistic view,which is related to the fact that IGOs are usually more comprehensive.According to the research findings,I put forward some suggestions for training talents for international organizations,including expanding more channels for students to practice in INGOs,cultivating students’ dedication spirit and display ability,and helping students establish a holistic view etc.
