The interaction between the Communist Xia fu Xuan and local leader Zheng qing Huang is derived from (1916-1927) the La brang events intensified. When Qing hai Qi Ma troops occupied La brang temple, the living Buddha Jam yang, and the Gan nan Huang family was forced to flee. Based on this situation, Zheng qing Huang decided to resort to the government of the Republic of China, who was ruling Gansu province at that time. As a plan, Zheng qing Huang led a delegation to visit Lanzhou right after the Panchen Lama came here. Shortly after that, he then complained to Yu fen Liu, who was both the military and political leader at that time. It was then when Zheng qing Huang met Xia fu Xuan, who was the seventh army headquarters in the party political correspondent. Xia fu Xuan was very sympathetic with La brang Tibetan. So he made plans with Zheng qing Huang. For example, establishing the Tibetan Culture Promotion Association, paying a visit to Ela grassland where Tibetan and the Buddha Jiamyang were living there, investigating La brang events, writing a book "Gan nan Tibetans Are Crying". It was their joint efforts that eventually forced Ma Qi troops to withdraw from La brang. And the La brang events were finally resolved. My essay tries to reveal the deeper connotation by taking La brang events as the background, the interaction between Zheng qing Huang and Xia fu Xuan as the clue, together with the analysis on the background of these historical events. This paper also systematically analyzes the history, culture and other social conditions during the period of Republic of China in Gansu and Qinghai Tibetan religion. Plus, the author also strives to probe the way how Gan nan and the whole Tibetan area joined in the modern Chinese revolution. The good personal relationship and political relationship between Xia fu Xuan and Zheng qing Huang had a great impact on the fight then and, later, the national policy of the Communist Party of China. It is advisable for us to deal with ethnic issues in today’s society by making reference to the interaction between Zheng qing Huang and Xia fu Xuan. Their memorable friendship also provides us a good example to promote national unity, especially establishing a harmonious relationship between Han people and Tibetan ethnics.
