Research On The Development Of Autonomous Government Portal In Autonomous County And Its Problems

With the application of internet, information technology are very popular in modern society. As a highlight in the report of the 18th National Congress of Chinese Communist Party, it has been an important task to enhance the ability of information technology in building a well-off society. In addition, the report points out that it is necessary to find a new modernization way with Chinese characteristics and in accord with trend of the times, which is profoundly shown the decision of the Party and government which focuses on the whole world, predicts before the present time and explores natural rule of social and economic development. Furthermore, through making up reasonable planning and placing information project on an important strategic position, it can be shown that our nation pays much attention to information project in carrying out building all around well-off society. As an important part of national informatization, government websites provide establishment of national informatization with a good start, which means the level of information-based government administration should be presented by outside behaviors and measures. At present, the evaluation system of government websites of our autonomous counties hasn’t developed yet. In this regard, the present government websites of such counties fails to get scientific evaluation from people.The thesis mainly explores operation conditions of government websites of autonomous counties and implements deeply discussions on various aspects like the connotation, function and range. Based on this, it establishes a series of evaluation system by adopting step analysis and divides indicators of website evaluation into six first-class indicators, which are opening the information, online service, interaction participation, public opinion guidance,website performance and media application. In addition, as for its subordinate indicators, it has 19 second-class indicators and 38 third-class indicators. Therefore, various exploration of website establishment and development can be summarized to quantitative indicators which can be realistically calculated. Furthermore, using such indicator system, it conducts comprehensive evaluation on 60 counties which are selected from 120 autonomous counties including 117 autonomous counties and 3 autonomous banners. It carries out data collection through step analysis and accomplish the aim of quantitative indicators.Although, in developing autonomous county government portal website has made some achievements, but its still a lot of problems. Above all, the conclusion can be drawn as follows:First. Presently, information publicity of government websites of autonomous counties has loose integration and the contents of selected information publicity has less connection with heated topics concerned by the public. Meanwhile, information publicity lacks of systematical management and development, which requires to establish information transparent system and clarify the range of information publicity. Second. As for online service, it’s needed to be improved in three aspects including application, efficiency and practicality. Besides, the government of autonomous counties need to strengthen awareness of service and cultivate professional talents to deal with websites, providing and completing online services concerning public needs. Third. Due to incomplete public opinion monitoring system, it has the phenomena that public structural loss in interaction participation, serious formalization in interaction chains of government, the single introduction of public opinions, which need the government of autonomous counties to further strengthen the functions of website interaction and communication. In addition, it needs to play the role of new applications like WeChat and Micro-blog and makes public opinions more diversified. Fourth. Besides some issues of security, the websites have different layouts, which make people hard to search. In addition, the websites lack of national language, which need the government make laws ensuring safe operation of websites. Moreover, it’s needed to provide support of finance and labor and increase coverage of websites as well as arrival of information. Therefore, it will put forward sound establishment of outside environment of government websites of autonomous counties.Li conclusion, the author thinks that only by insisting on the principle of "people-oriented", guarantee the people’s right to know, such as participation rights, conversion to complete the government’s ruling ability, set up effective improve the autonomous county of the government portal website.
