Facilitated by the development of IT especially the wide spread of internet usage, E-government already emerged as a vital driver for comprehensive competition of national or local governments. Public E-government portals become representative of the achievement of E-government construction, which to some extent demonstrate the capacities of public administration and service. Governments in various regions turn to rely on heavily on these capacities to promote economy and monitor market in the information era. To get a big picture, evaluating public portal performance through identify key factors will be an important step toward to optimal E-government strategy for all government of different levels. The highlight of this paper is try to discuss e-government performance evaluation and conduct statistical analysis on those key factors involved. The research is divided into following six chapters.Part I Public e-government websites theoretical explorePrimary theoretical analyses have been done from the angles of administrative environment, new public management theories and administrative modes. This paper tries to discuss the theoretical basis for e-government and public website development to prepare for future researches.American scholar Fred W. Riggs discussed three administrative modes for different social status. According to his theory, the social status of China is transitional society now. The status of transitional society has determined the administrative mode of China, and so Riggs' "prism model" is applicable. The basic aim of e-government in China is actually to establish an administrative mode of "double prism model" in the transitional process of public products and services. Further studies in this paper even are accordance with his theory by statistic result.There are some positive changes in government administration in the era of information technology, government will change from controlling the society to serving the citizens. E-government Portal websites, which are the windows used for supplying services for the citizens, are application platforms to integrate information resources, realize communication between internal and external institutions and expand services to Internet. A platform should be built to provide a single entrance for citizens.New public management movement started from the practice of governmentreforms of western countries. Ranson and Stewart believed that the characteristics of new public management are compatible with modem e-government development strategies. If new public management is a new idea of administrative management, e-government is the most effective modern method and system to realize this new advanced idea.Part II Present situation of public e-government websites at home and abroadIn this part, the successful experience of e-government and its public website construction in some developed countries such as U.S., Canada, UK and Singapore is summarized, the present situation of e-government and its public website construction in China is introduced.Part III E-government service performance evaluation on public e-government websitesThe comparison of e-governments among different countries can provide references for many governments to promote e-government development in their own countries, although not everything can be compared and some comparisons have many limitations. Stephen A Ronaghan led experts from relevant institutes of the United Nations and American Society for Public Administration to compare e-government development of the whole world and study infrastructure construction for information and communication and human resources, while Darell M. West et al. only focused on comparisons of global application of e-government. The American scholars also evaluated e-government development inside USA.Part IV Chinese e-government portal website evaluation and comparative analysisAccenture Consultation has studied consecutively e-government development in some countries of the world for some years, and it published a report titled "Present situation of e-government in China - Construction of platform for future development" on the basis of the last report. These indicate that the government websites of the world have entered the period of practical application, and that they will become driving forces to promote more e-government development.CCW Research publishes an evaluation report of the government websites each year in the recent years. The team of e-government development research project studied the most representative and popular 336 government websites in China and published "2003-2004 Chinese municipal government website evaluation report", Ccid Consultation Co., Ltd. also evaluated the government websites in China includingwebsites of all the ministries of the central government, provincial government websites and some regional government websites from Nov. 2004 to Jan. 2005.Part V E-government portal websites: empirical investigation and statistical analysisFirst of all, we studied the development of Internet in China, especially the present situations of the web surfers in China, with information from the investigation reports about informatization in all the provinces, cities and autonomous regions of China. We also studied the regional differences of many indexes including informatization level and economic development level such as GDP.Some correlation analyses were done with indexes including the scores of the government websites in national website evaluations, number of surfers, informatization index and GDP of the provinces, cities and autonomous regions. I tried to find out the development law of government websites for e-government and to what extent e-government is dependent on economic development, informatization level and network development.The main conclusions of this study are:1 n There is no correlation between the score of the government portal websites in national website evaluations and GDP of the province, the construction of public service websites for e-government is mostly affected by the development plans of the governments above them or the central Chinese government, and the regional e-government construction is mostly dependant on personal understanding of the main leaders.2> The places in higher informatization level usually have better provincial government portal websites. The study shows that e-government has become a part of informatization in most provinces and cities, and the informatization is developing evenly in China.3% There is no obvious correlation between the scores of the government portal websites in national website evaluations and the number of web surfers in the province. In fact, the web surfers don't have the power to promote e-government development directly, and there is no good interaction between the web surfers and e-government development.Part VI Information resource management on public e-government websitesThe e-government development of China has gone through 3 periods includinggovernment informatization project with "3-golden project" as its representative, information service project with "government online" as its representative and electronic e-government construction with "digital city" as its representative. In these 3 development periods, government functions have been changed gradually, working efficiency of the governments has been increased, government offices have been modernized, new "human-oriented" government mode has been established and government services have been improved.At present, e-government development has entered the period of further extensions from the period of government office automation, which means the transfer from internal construction to external service, from Intranet to Extranet between government institutions and then Internet. E-government is often described as an electronic and visualized institute that can break the boundaries among government institutions with information technology in three levels including application, service and network to realize network-base information provision by the government and electronic interaction between government and society.The main aim of China in e-government construction is to integrate the "isolated information islands" and "isolated resource islands" that have been established by different departments independently in the previous period, and provide a single entrance for public services. The basis for resource integration is data resource integration, and the basic information database construction that serves e-government services is an important part of e-government construction.Part VII Example studies: e-government in social security and its Public e-government websitesSocial security is closely related to people's daily lives, and almost every country of the world attaches importance to social security services for their citizens. Because social security management needs to deal with large amount of data and information, information communication technology can affect social security institutions more greatly than any other government institutions. Social security institutions are always in the front in information technology application in all the countries.Labor and social security management information system is a computer system that can provide IT support for social security procedures. The system has four levels including ministry, province, city and county. The information is from companies, individual citizens, labor and social security departments, information institutions of thesociety. It can provide information support for labor and social security departments to make important decisions and policies and provide information services for the social institutions, enterprises and individual citizens. Labor and social security resource database construction can be in three modes, and the ideal mode is a shared resource database by many operation systems with segment management of information resources.Almost all the provincial labor and social security departments of China have established their intranets, and 87% of them have established government websites for social security. About 68% of the social security departments in medium and large cities of China have established intranets.Social security IC card is an important part of social security management information system, and its application is very important in promoting system construction and realizing unified management. Labor and social security cards can provide great convenience to the citizens.ConclusionIn this paper, Primary theoretical analyses have been done from the angles of administrative environment, new public management theories and administrative modes. Based on the result of the performance evaluation on e-government portal websites. Some correlation analyses were done with indexes including the scores of the government websites in national website evaluations, number of surfers, informatization index and GDP of the provinces, cities and autonomous regions. And there come some results including: There is certain correlation between the score of the government portal websites in national website evaluations and GDP per capital of the province. Some successful experience in the construction of e-govemment in social security abroad is summarized. By using of Alexa, some Parameters of our e-government portal websites and social security websites are measured and quantitative analysis has been done.E-government is very complicated problem, which develops fast and it's theory level is not so high, because the time and energy I can spent is so limited, so there is still some room to enlarge the spectrum and depth of my research.
