| In recent years,with the advancement of the "simplification of government and decentralization" reform,some of the superior government’s power has been transferred to the ethnic autonomous county government.However,the limited capacity of the ethnic autonomous county government has caused new contradictions and new problems in the process of undertaking.Academia currently has limited research on the acceptance of power in ethnic autonomous counties,and cannot provide sufficient support and guidance for the practice of power acceptance in ethnic autonomous counties in the "tackling period." Therefore,there is an urgent need to strengthen research on the acceptance of power in ethnic autonomous counties.This article selects N county government as the case,and sorts out the practical situation of its undertaking.Through field research,it is found that although the N county government ’s undertaking of authority has achieved certain results,the overall progress of undertaking of authority has been slow,and the process of undertaking There are problems such as insufficient staffing and staffing,department responsibilities to be sorted out,greater financial pressure,and the need to improve the coordination of business between cities and counties.These problems are mainly due to the imperfect guarantee mechanism,the internal power and responsibility relationship of the government system has not been smoothed It is caused by the constraints of the number of institutions,the imperfect construction of the executive body,and the weak social organization.In this regard,based on the theory of holistic governance,government process reengineering,and service-oriented government,this article discusses the optimization path to enhance the ability of the government of ethnic autonomous counties to improve the ability to take over power.,Promote the development of social organizations and make specific recommendations. |
