On June 5,2014, the State Council formally approved the major open development experimental zone in Erenhot. Erenhot became the second national major open development experimental zone after Manchuria in Inner Mongolia Economic and social development in Erenhot, as well as the opening up of China received great positive policy at the back ground of "the Belt and Road". Nowadays, government in China is transforming from traditional era to modern era. In the process of modernization, on the one hand government functions have traditional characteristics, on the other hand, it is in the processing of modernization. This article take the national major open development experimental zone for the breach. And the object of study is modernizing government functions in the national major open development experimental zone for the breach. This article take the theory of public management as support, and makes Erenhot to be the empirical research object with the purpose of exploring the way to modernize the government functions in the national major open development experimental zone. To modernize the municipal government functions in Erenhot, it needs to cultivate special advantage industries, build innovation platform of science and technology, explore the new way to foreign vehicle entry and exit management, cultivate large trade group, promote insurance market, encourage the development of local color financial institutions, take industry development fund to promote industry optimization, improve talent development policy and so on,So as to have continuous development in modernizing government functions.
