Research On The Relationship Between The Key Development And Opening-up Experimental Zone And "Five-in-one" Production Mode Of Manzhouli City

The construction of the key development and opening-up experimental zone ofManzhouli city, as one of the overall regional development trategies, is a strategic plan madeby the Party Central Committee under the overall arrangements for the cause of socialismwith Chinese characteristics. And it is a major decision in the process of deepening theimplementation of western development strategy to speed up the western region opening-uppace. Its general layout idea is the specific content of the comprehensive development theory.The all-round development thought in the socialism with Chinese characteristics originatesfrom the comprehensive production of Marxist theory. The “five-in-one” overall arrangementof the socialism with Chinese characteristics originates from Marx’s "four life" judgment andharmonious thought of human and nature. On the basis of above thoughts, this articlestraightens out the historical process of the five-in-one overall arrangement, putting forwardthe “five-in-one” construction mode: economic mode, politics mode, culture mode, socialmode and ecological mode and its conceptual factors. Meanwhile, it makes a systematicresearch of the historical line of the development mode theory, coming to a conclusion thatthe “five-in-one” overall arrangement is the manifestation of Marx’s comprehensiveproduction theory,“four life” judgment and the harmonious thought of human and nature, andtransformation of the development mode is the way to realize the “five-in-one” constructionmode. From the “five-in-one” perspective, this article analyzes the economic mode anddevelopment mode, the political mode and development mode, the cultural mode anddevelopment mode, the social mode and development mode, the ecological mode anddevelopment mode of the construction of the key development and opening-up experimentalzone of Manzhouli city. It gives the following suggestions: through the construction of the keydevelopment and opening-up experimental zone of Manzhouli city, we will build a northernXinjiang with powerful economy, practically transforming the mode of economicdevelopment, establish a basic regional international trade base, import and export processingand manufacturing base, transnational tourism base, energy development and conversion base,international logistics center and the incubation and cooperation platform of science andtechnology facing the Northern Asia; we will build a city ruled by law, to create a good environment of democratic politics for the transformation of the economic development wayin the experimental zone; we will build a great port city of culture, to provide intellectualimpetus and support for the transformation of the economic development way in theexperimental zone; we will build a harmonious and happy home, to lay the foundation ofharmony and stability for the transformation of the economic development way in theexperimental zone; we will build a beautiful Manzhouli and strengthen the construction ofecology and civilization, to prepare external condition for the transformation of the economicdevelopment way in the experimental zone. In around10years’efforts, we will explore a newway to promote the border development and opening-up of western China, and makeManzhouli become a pioneer of border development and opening-up, become an importantcomprehensive hub of Eurasian land and a significant economic growth pole of border areas,and also become a harmonious and advancing demonstration zone of frontier minority areas.
