In the 1980 s,the western academia and politics of democratic theory on deep reflection and exploration,and the rise of a new form of democratic theory and practice of deliberative democracy.Probably during this period,Chinese scholars began to focus on the theory of deliberative democracy research and discussion.In our country,the history of deliberative democracy is the result of our country,society and culture,is the basic requirement of people's democracy.Pointed out in the report to the party's 18: "to improve the system of deliberative democracy and working mechanism,promote the development of deliberative democracy,multi-layer,institutionalized." Face of diversified social interests,the reality of the basic social contradictions increasingly prominent,and how to truly listen to public opinion in the process of ruling,to ensure that most of the people's interests protected,become the new subject in the construction of the democratic politics.Therefore,it is necessary to introduce the deliberative democracy in grass-roots social governance,between the government and people to build a fair,just and open platform,enlarge the orderly political participation of the masses of the people,guarantee their democratic rights,allowing them to develop and implement of policy suggestion and supervision.At present,certain achievements have been made in the development of deliberative democracy at the grass-roots level in our country,many have sprung up around the deliberative democracy practice forms,such as: democratic talkfest,hearing,network asked administration BBS,etc.Pioneered in huizhou in the process of the development of deliberative democracy at the grass-roots level,execution of work "four democracy",in solving the conflict of the masses at the grass-roots level and maintenance of villagers' democratic participation rights,promoting the development of grassroots social issues,has played a good role in promoting.Execution of work "four democracy",however,there are still some problems in the implementation process,such as lack of institutionalized orientation,participation main body quality is not high,growing problems such as the imperfection of the workflow,this paper takes huizhou execution of work "four democracy" as an example,combined with analysis of deliberative democracy theory research and practice at home and abroad,trying to execution of work "four democracy" of the implementation of the results and existing problems on sufficient investigation and research,through research,explore the countermeasures of perfecting execution of work "four democracy",the execution of work "four democracy" cracking development bottleneck,promote the healthy development of huizhou deliberative democracy at the grass-roots level.
