Since the reform and opening up policy keep moving forward, as a Chinese characteristic organization form the public interest affiliate (or institute) has been becoming an important part of the organizational regime. It is undoubtable that the public interest organization reform is an undeniable part in the whole constitution, especially when the situation goes to deepening China’s administrative reform process going into place. At present, the organizational regime reform confronts different opportunities and challenges. The institute, during the reform process, must unswervingly practice the scientific development concept, adhere to the connotation development road, effort to improve its core competitiveness, of which the only way firmly rooted in the competition of market. In the wave of deepening reform, to introduce strategic performance management concept specific measures and methods into the performance evaluation mechanism of the public interest organization, is significant to promote a comprehensive reform and scientific developmentDue to the development history, performance evaluation system to the public interest organization did not integrate into the strategic development clearly and specifically. The performance evaluation needs a comprehensive understanding whilst the traditional public interest organization’s talent management mode, plan design, performance evaluation design, talent composition, financial support and evaluation environment do not do the justice. There was indeed presence of unreasonable evaluation indicators in the target design and selection. It was therefore the evaluation procedure did not put in place, and the evaluation result did not use effectively.During the study, literature research, experience analysis, and case study have been carried out. The concept and theory of performance evaluation, public interest organization, ministry or commission affiliates has been summarized and a specific case that General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) performance evaluation system to its public interest affiliates was described and analyzed. In the basis of current situation of performance evaluation to ministry or commission direct public interest organizations, problem and improvement proposal have been worked out, with the description of the reason led to. As a type of new system design, the proposal included the performance evaluation management system, scientific basis indicators and criteria, and long-term feedback mechanism, for the sake of deepening the strategic significance during the process of development, pushing the management methodology innovation, and enhancing the management capability in the field of performance evaluation to the public interest affiliates.
