| With the continuous development of "urbanization",more and more people and resources began to gather in townships.At the same time,the promotion and implementation of policies such as precision poverty alleviation has also made the development of rural areas increasingly rapid.As the "nerve ending" of China’s political system,the township government department is responsible for "face-to-face" work with ordinary people.The work carried out by government organs at the township level and the daily life of the masses are closely related,and the degree of antipathy of the masses towards the "micro-corruption" that occurs around them is also the most obvious.With the continuous development of new rural areas,the public resources held by public officials at the township level have gradually increased,and in recent years,the occurrence of violations of discipline or illegal activities at the township level in China has occurred frequently,which shows that the corruption situation at the grass-roots level is becoming more serious.This article first combs and analyzes the research and literature related to anti-corruption and upholding integrity and the performance of the functions of the Disciplinary Committee,and understands in detail the related concepts of the performance of the functions of the Disciplinary Committee,the theory of overall governance,the theory of new public management and other related theories,so as to identify the research of this article.Basic;Then choose the H District Township Discipline Inspection and Supervision Organization as the research object,investigate and analyze the effect of the township Discipline Inspection Commission in performing its functions,design the evaluation system of the township Discipline Inspection Commission’s performance of its functions,and conduct empirical research.First,from the three aspects of organizational structure,functional positioning and performance of duties,a comprehensive overview of the H District Township Commission for Discipline Inspection.A questionnaire survey was conducted among relevant personnel of the discipline inspection and supervision organs in H District.A total of 200 questionnaires were distributed,195 were returned,and 193 valid questionnaires were collected.The analysis found that H District Township Discipline Inspection Commission’s performance of its duties has problems such as insufficient implementation of the responsibilities of the Township Discipline Inspection Commission,unclear positioning of the responsibilities of the Discipline Inspection Commission in multiple towns,irrational organizational structure of the Township Discipline Inspection Commission,and improvement of the quality of the township Commission for Discipline Inspection.Thirdly,based on the actual situation of the township discipline inspection commission,the H District Township Discipline Inspection Commission’s performance evaluation system was designed using more scientific and effective methods such as questionnaires.The evaluation index system was constructed from the two aspects of due diligence and disciplinary accountability,and the expert scoring method was adopted.Determine the weight of each indicator and sort it.Subsequently,a total of 14 staff from seven departments of the H District Commission for Discipline Inspection and Supervision were selected to form an evaluation team to evaluate the performance of the H District Commission for Discipline Inspection.Finally,the H District Commission for Discipline Inspection was able to arrange deployment in time during the evaluation of the performance of the duties.Work,conduct talk work in accordance with regulations,strictly implement self-examination and self-correction,implement the schedule responsibility system,and guarantee the "Three Turns" requirements and other indicators score low.Finally,in order to improve the performance of the H District Discipline Inspection Commission,and to better apply the established H District Discipline Inspection Commission’s performance evaluation system,this article proposes measures to strengthen team building,standardize organization management,and promote system reform.This study has a good role in promoting the evaluation of the current situation of the Commission for Discipline Inspection,and it has certain reference significance for the establishment of the evaluation method of the performance of the function by the Township Discipline Inspection Commission. |
