Research On The Problems And Countermeasures Of The Organizational Structure Reform Of Urban Public Security Organs In China

As armed law enforcements, municipal public security organs are established under the Chinese law, which perform public security authority and take full responsibility for the work of public security within their jurisdiction. The organization structure of the municipal public security organ and the setting method of the internal function department decide the way of the police disposition, which take a very important role in performing public security function, maintaining the social order and the crime prevention as well.For a long time, Chinese municipal public security organs carry out the management system of "combination of Tiao-quai, superior-subordinate corresponding, the dual leadership" which caused many problems to the public security work. In this paper, we analyze the organization structure of public security organs in China, summarize the unreasonable, study the problems caused by this kind of setting. Finally we find the theory caused these problems is "Isomorphic responsibility". In order to solve the problem which caused by "Isomorphic responsibility", the municipal public security organs of China have carried out a series of reforms, such as the reduction of the existing three level management system to the two level, which increasing the allocation of basic police. Through the description of the municipal public security organs reform in the organization structure, and comparative analysis of the organization structure with foreign cities in the municipal public security organs, the paper finally puts forward suggestions to break down the structure of the municipal public security organs.In this paper, we introduce the theory of isomorphic responsibility for the first time in setting up the municipal public security organs as the theoretical basis. After the breaking down of the isomorphic responsibility, we can achieve the goals of sinking police forces, improving the security of the people and taking high work satisfaction to police forces.
