Research On The Super-Ministry Reform Of Public Security Organ

Since the reform and opening up,China has carried out seven administrative structural reforms,and in recent years,the reform of the government administrative system has taken super-ministry system as standing point.transforming the functions of the government and deepening the reform of the administrative system are major tasks of reform put forward by the 19 th CPC National Congress.The 13 th National People's Congress passed a plan to deepen institutional reforms by the State Council,and the State Council's constituent departments will be reduced to 26.In this context,advancing the reform of the administrative system and exploring the reform of the super-ministry system are important directions and tasks for the new round of reform.The public security organ is a department of the government,which determines that the Public Security Organs,like other administrative organs,need to improve the organizational efficiency through optimizing the organizational structure,and improving the corresponding management system.While the public security organs in our country explore the division of labor to improve work efficiency,leading to over-specialization of the departments.Because of the excessive internal organizations of public security organs and their severely overlapping functions,internal frictions and overstaffing,it is obvious that the internal organizations of the Public Security organs are not suitable for the requirements of an integrated operation.As China enters a new era of socialism,a large amount of various international conferences and large-scale events has increased,public security organs are facing new challenges,which have shown inadequate security and control capabilities,inadequate response to emergencies,and low efficiency of policing.Therefore,the public security organs must explore the reform of super-ministry system,which is based on the actual needs as well as the trend of reform.The theoretical and practical exploration in super-ministry System reform of public security organs are actually far in advance of the State Council's reforms,which originally stemmed from the necessity for police to do their duties,is also a necessity for the modernization of the policing.Based on the reform of the public security organs in Zhejiang,Guangxi,and Jiangxi,the author has conducted in-depth research in the motive force,the problems,and the path for this reform.Through a comparative study of various pilot areas,the author analyzed the concept of policing to dicover problems in organizational structure,operating mechanism,and management methods of public security organs.Using field investigation methods find out that the public security organs faced a series of troubles,such as the difficulty in integrating departments,lagging behind in police protection,unmatched quality of the police,outdated concepts,and lack of a clear legal basis.Therefore,the basic principle and concrete improvement path that should be followed.public security organs should reorganize the organizational structure,improve the policing security mechanism,establish a supervision mechanism,and improve related laws and regulations.Finally,establish a scientific,rational,lean,efficient,and relatively stable public security agency system,to improve the theoretical level and actual combat capability of the public security organs,to solve the problem of being short of policemen,enhance the sense of security of the people,promote social harmony and stability,and Provide beneficial experience and theoretical support for the superministry System reforms of public security organs throughout the country.
