A Study On The Thought And Practice Of The Chinese Communist Party 's Earthquake Relief

The thought of earthquake relief work of Chinese Communist Party(CCP, hereafter) refers to a series of the ideas, thoughts, and relevant articles and addresses proposed by the main leaders of the Party in the practice of earthquake relief work, which actually are a battery of measures and actions of disaster relief adopted by the Party and government in the practical activities of earthquake relief work. The thought of earthquake relief work of CCP has been gradually evolving into maturity after more than sixty years development since the foundation of the country. This is not only the reflection of China’s reality and the situation of the disaster, but also the conclusion for precious experiences obtained by CCP in practice of several earthquake relief works. The Third Plenary Session of the 18 th Central Committee of the CCP put forward that it is the important expression of the modernized governance capacity of the country that continuously propelling modernization of governance system and capacity and improving the ability of coping with accidental disasters whose typical example is earthquake.The degree of harm brought by frequently happened earthquake these years is aggravated with the high-speed development of society. Wenchuan Earthquake, happened in May 12 th, 2008,serves as the earthquake with biggest destructiveness, most extensive area and biggest casualty loss since the establishment of PRC. The current thesis attempts to comprehensively discuss the thought of earthquake relief work of CCP and further highlight systemic idea in earthquake relief work by selecting the most typical disaster relief practice as entry point, which have great referencing significance to the completing of mechanism of earthquake relief work and the solving of livelihood issues at present. Meanwhile, it is beneficial to carry forward the modernization of governance capacity.This thesis comprehensively demonstrates the thought of earthquake relief work of CCP from four aspects by adopting Wenchuan Earthquake as starting point. The first part is the forming conditions of the thought of earthquake relief work of CCP containing theoretical resource and practical basis. Theoretically and firstly, the source of the thought of earthquake relief work of CCP is explored. Besides, the continuity of Chinese traditional disaster relief idea and the influence generated by the view of disaster of Marxism are expounded. And on the basis of the truth that practice is the source of knowledge, this part elaborates the practical basis of the formation of the thought of earthquake relief work of CCP, which includes the practice of earthquake relief work and experience of other countries. The second part fully expresses the core of leadership of CCP and people oriented governing idea via introducing the main content of the thought of earthquake relief work of CCP that successively discusses the leadership of theparty, governing idea, national spirit and superior system etc. The third part mentions the practical features of the thought of earthquake relief work of CCP in Wenchuan Earthquake,which mainly and systemically overviews the disaster relief process and practical features of the thought of earthquake relief work of CCP. The practical features contain four important part. Last but not least, in the fourth part, the experience and lesson of the thought of earthquake relief work of CCP are summarized. All of these have great referencing significance to future accidental disasters. In summary, only utilizing systemic thought of earthquake relief work to guide the practice can CCP continuously achieve the success of earthquake relief work,and furthermore will social harmony and people’s happiness be obtained.
