Study On Emergency Management Of Sudden Water Pollution Incident

Sudden water pollution accidents increased in recent years. It brought a lot of damage, threatens people’s health and social stability. When sudden water pollution incident occurs, emergency management policy makers want to have a set of effective system to help them reduce the difficulty of the contamination, reduce loss and the damage of ecological environment. However, the current emergency management system is not a good solution to this problem. How to prevent the occurrence of sudden water pollution incident, establish a set of effective emergency response mechanism and deal with pollution incident in time is an urgent need to solve the problem.This article applied the methods of documentary, case analysis. Use lanzhou city as an example,studied the subject of sudden water pollution incident emergency management. This article analysised the current situation of the sudden water pollution incident emergency management,pointed out the existing problems in the process of sudden water pollution incident emergency management: first, the ability and the responsibility of the management organization does not match; second, defects in the structure of the organization; third, no comprehensive emergency response plan; fourth, emergency management mechanism is insufficient. This article based on the reality of our country, the research of the sudden water pollution and the advanced processing experience in sudden water pollution incident emergency management abroad. Pointing out how to deal with the problems. First, setting up a whole river basin administrative agencies with integrated management function; Second, setting up third party testing mechanism; Third, formulation of sudden water pollution incident emergency plan and daily exercise.The innovative point in this article is proposed operability solutions in view of the sudden water pollution incident emergency management. Finally, river basin administrative agencies guide of the emergency management to perform the emergency measures can make the emergency response professional and efficient.
