Currently, unexpected water pollution incidents in China has become a potential threat for water safety and water environment quality, and also caused serious harm on social stability and public security. For small and medium-sized towns with unperfect emergency management system and poor ability on resisting risk, it is difficult to take effective measures to cope with unexpected water pollution incidents at the very moment, resulting in the serious economic losses and ecological damage, even harmful public health. Therefore, strengthen unexpected water pollution incidents in small and a medium-sized town has become extremely urgent.This paper focuses on emergency management of unexpected water pollution incidents in small and medium-sized town with the help of the method of documentation and case study. In it, the author combs out and generalizes the current situation on emergency management of unexpected water pollution incidents in small and medium-sized towns, and summarizes exsiting problems on it. The paper points out the following problems on the process of emergency management:Firstly, the consciousness of relevant government department is not strong, especially the preventional consciousness. Secondly, the construction on emergency management agencies is lagging. Different departments are lack of a unified fusion on effective methods to guide the development of emergency management. Thirdly, the establishment on emergency preplan is still lagging behind, leading to the uneffective allocation for the emergency management on unexpected water pollution incidents. Fourthly, the emergency management system is imperfect, resulting to a series of shortcomings on preventive and emergent arragement mechanism, monitoring and warning mechanism, informative bulletin mechanism, emergency command coordination mechanism, etc. Meanwhile, drawing on the experience of incident water pollution emergency management in foreign countries, the author suggests that the public needs to enhance the consciousness on emergency management, establish special emergency management agencies, accelerate the establishment of emergency management plan, construct perfect preventive and emergent preparation mechanism, monitoring and warning mechanism, informative bulletin mechanism, emergency command coordination mechanism, emergency management guarantee mechanism, emergency management mechanism and relative measures to perfect emergency management of unexpected water pollution incidents in small and medium-sized towns.
