A Study On The Problem Of Providing For The Aged In Kunqu District Of Baotou City

As more and more people began to enter the mark of 60 years old, the traditional endowment way which rely on children cannot satisfy the needs of the elderly already, only family pension and the pension agency to resist the risk of pension was met with a great challenge. In the face of increasingly complex pension problem, our government groped through practice, puts forward a new management mode. In this management mode, the home-based care for the aged are given the extremely important status, the home-based care for the aged are based on community, government and social forces to participate, make old people live in their own homes, can enjoy the daily life care, domestic services, rehabilitation care and spiritual comfort and other aspects of services. The pension model site selection in the best integration of their family and society old people live in the community, so that they don’t have to leave their familiar environment, and they can gain needed services. This way of pension conforms to China’s national conditions, is the future of our country the elderly to choose a way of pension.Home-based care for the aged such as Beijing, Shanghai, dalian, early start, development more mature. But in the Midwest city, home-based care for the aged is still in its infancy, so this paper selected home-based care for the aged of KunQu which is the largest administrative region of the central city baotou as the research object, mainly for KunQu problems exist in the process of long-term practice, and puts forward corresponding countermeasures. KunQu elderly population rising in recent years, the number of existing pension institutions cannot meet the needs of elderly population, therefore the government of KunQu began to explore a new way of pension, gradually set up in accordance with KunQu elderly population demand that occupy the home endowment service system, this paper using the method of collecting a large amount of house convenient information as the theoretical basis, next using the methods of interview and on-the-spot investigation, interview to the community to the old, understand their opinions and Suggestions of the home-based care for the aged, to visit KunQu 12349 convenient for old call centers, community care station and other places of service in the day, and learn about their operation, and analyses the problems of the practice of KunQu. Finally by comparing the domestic and foreign long-term practice mode, draw lessons from some good well and experience to the next development of perfect the home-based care for the aged of KunQu, puts forward corresponding countermeasures.This paper is divided into five chapters:the first is the introduction, mainly introduces the paper’s research background, research significance, the domestic and foreign literature review, research method and the paper’s innovative; The first chapter is the legal protection of endowment service and related theoretical basis; The second chapter mainly introduces the situation of home-based care for the aged of KunQu in baotou; The third chapter is the main body of this article, analyzed the home-based care for the aged of KunQu in the process of provide service for the elderly at home what problem still exists mainly from the government, society and the old three aspects; The fourth chapter introduces the domestic and foreign long-term practice experience and enlightenment; The fifth chapter puts forward the countermeasures of perfecting the home-based care for the aged of KunQu.
