China entered the aging society in1999, and aging rapidly. In2013the number of China’s elderly population will reach202million, becoming the world’s most populous country in the elderly. Meanwhile, China is a developing country, social security has not been perfect, low level of social welfare, old before getting rich endowment to our cause tremendous pressure to find ways suitable for China’s pension has become a hot issue of great concern all sectors of society. Although our country in promoting the community home care service system has made some achievements, but there are still many problems. How to improve our community home care service system is a need to discuss the issue.This paper use the basic theory of sociology, psychology, history, science and other disciplines, explains the basic theory of meaning and community home-based care, combined with our special conditions, discusses the community home-based care in our country to promote the full implementation of the feasibility and necessity of the Evaluation Status of community home-based care as well as shortcomings, and then learn from the advanced experience of foreign communities, based on the old-age home, finally proposed countermeasures to improve the urban community home care service system.The thesis is divided into six parts:"Introduction" is the first part of this paper. It briefly explains the cause and significance of the topic of this paper, on the domestic foreign-related research of the sort to clarify the research ideas and the main content.The second part is to explain the basic concepts and theories of community endowment. This section is divided into three sections, the first section defines the family pension, pension institutions, community home care, old-age way to the Housing Endowment four kinds of concepts. The second section describes the theoretical foundation of community home-based care, and briefly introduces the theory of welfare pluralism, social embedding theory, intergenerational relations theoretical guidance for pension category. The third part analyzes the necessity of community home-based care. The main three aspects are discussed:first of all, the characteristics of China’s aging society; Second, the impact of China’s national conditions of the pension business; Third, community home care is feasible.The third part is the concept of pension and the need of retirement analysis. This section first describes the origin of the idea of the elderly, to clarify the traditional virtues of our traditional way of respecting and the family pension derived from the peasant economy and the impact of traditional culture methods, as well as changes in the modern idea of the elderly. Second, analysis the needs of older persons. Maslow’s hierarchy of needs with five levels of analysis from the pension needs of the elderly, elderly care needs also introduced and classification.The fourth part describes the country in promoting urban community home care service achievements and pointed out the existing problems. This section introduces the country in promoting urban community home care service achievements, followed pointed out the problem of promoting home care services in urban communities face, including lack of government investment in community home-based care services more single, social participation is not high, community home care service team construction is lagging behind other four aspects.The fifth part describes the experience of foreign home care community. This chapter introduced the UK, the U.S., Japan’s advanced experience of the three countries in terms of the community home-based care, and refined aspects worthy of our reference.The sixth part presents how to improving the urban Home care community service pension system. This part of the problem mentioned above, made a perfect urban community home care service system response. Include:(1) strengthen the government’s dominant role;(2) attract social forces to participate in community home care business;(3) rich community home care services;(4) to raise public aware of the community home care services.
