The elderly poverty, illness, disability, empty nest, disability, semi disability and other vulnerable groups in particular should be emphasized. Because the elderly vulnerable groups not only in the future aging society in number, have a great impact on the development of the family and the society more stable. The pension services, pension mode of constructing suitable, pension problems can not only solve the one region, more can give extended application in order to explore the pattern of old-age wider application range, ready for the aging society is coming round, maintain stable in structure of population, society, economy transition.In recent years, domestic academic circles have done a lot of discussion on old-age home, the accumulation of a number of documents and data, laid the theoretical foundation for the deep research of aged care at home, this has guiding significance to the practice of home-based care services. But a careful review of the literature and data, it is not difficult to find, the current study focuses on the comparison of various pension concept and simple statement on old-age home counter measures, more theoretical research, empirical research. The research object is the most general old city community, very little research on specific groups. Therefore, this paper selects this special group Empty Nester as the research object, to discuss the feasibility of old-age home life situation Empty Nester through observation and analysis of the actual demand for home care, and to the city of Shanghai X community Empty Nester old-age living conditions as a representative case, the current existence of the problem of community home-based care services and puts forward the solution and method.The author studies the case of Shanghai, because Shanghai has political, economic characteristics decide that it is typical and advanced in the China city.
