Discussion On The Village-level Governance In The Current And Future For Impoverished And A Mountainous Area Of Northern Guangzhou

The northern mountainous area of Guangzhou refers to the following8mountain towns:Timian Town in Huadu, Xiaolou Town in Zengcheng, Paitan Town in Zengcheng, ZhengguoTown in Zengcheng, Lvltian Town in Conghua, Wenquan Town in Conghua, Liangkou Townin Conghua and Aotou Town in Conghua.The total area of the8towns is2298.9squarekilometers. It is30.9%of the total mountainous area of Guangzhou. There are227administrative villages and more than2100villages. It is20%of the administrative villagesof the city. Impoverished villages and poor farmers are basically centered in the8northernmountainous towns. The economy in Guangzhou is relatively developed nowadays, but theuneven development of urban and rural areas and lack of co-ordination are still the currentconstraints of the development of the Guangzhou. To build the national central city,Guangzhou government formulated a series of rural poverty alleviation and developmentpolicies. Poverty alleviation has always been one of the effective means of speeding upmountain-building, urbanization and advancing the public service. It is the most importantwork of the local government. But under the township politics and village governance, thereare still some bottleneck problems. To study and discuss the current problems of the localgovernment rural governance, this paper mainly analysis the economy and social developmentof the northern impoverished mountainous areas. And take some administrative village (Thefollowing is called the South Village) and subordinates several villages of grass-rootsorganizations as an example. The research method of this paper is mainly focused on thegreen channel policy of the poverty alleviation. Magnify and analyzes the competing interests,contradictions and abuses and some uneasy exposure problems under the township politicsand village governance. Analysis the reason why it is hard to be a village cadre and takecharge of the farmers. Why it is hard to carry the work a step forward and to do social publicservice. Why the general social conduct is worse. And how to overcome these managingproblems. And give some proper suggestions and find a governance mechanism which suitsGuangzhou.
