The Development And Regulation Of Freedom Of Speech In Chinese Citizens Under The New Media Environment

Freedom of speech is one of the most basic human rights owned by citizens, which is generally accepted by international community. The popularization and development of internet, especially the rise of our country’s technology of mobile Internet in recent years, prompt citizens to use the new media in large scale. Citizens’discussions in virtual public space reach to a greatly active level, and their enthusiasms in taking part in politics also upsurge in a short time. Every individual can be a transmitter because of new media’s coming. Especially for China, a country that the right of speech is monopolized in a long term, new media plays a greatly important role in promoting many fields’development, such as anti-corruption, public policy and information disclosure. In this way, Citizens’right of freedom of speech will develop like it never had before.However, some problems like internet infringement, network environmental pollution, and network mob breeding come one after another meanwhile. In my opinion, the reason can be analyzed from three aspects. From the institutional level, our country’s laws and regulations on protecting citizens’freedom of speech are imperfect. From the social level, the loss and collapse of the code of conduct lead to moral level of the whole society decline and Internet self-discipline ability reducing. From a personal level, the Network media literacy of our citizens is on low side and the legal consciousness is weak. Opportunities and challenges are always accompanied by. The development of new media in promoting the development of civil rights of freedom of speech at the same time, it also brings threats. Therefore, I try to come up with some suggestions for the problems above. Firstly, the state should be "multi-pronged" to protect the rights of freedom of speech, not only to perfect our country’s laws and regulations on protecting citizens’freedom of speech, but also should pay attention to improve the citizen’s Network Literacy to narrow the "digital divide" between different regions. Secondly, Internet companies should improve self-discipline ability and consciously participate in the maintenance of network order. Thirdly, citizens should consciously improve their legal consciousness and establish the belief of the law and the right view of the right and obligation.Based on the combination of Communication and law’s theoretical knowledge, this paper focuses on analyzing the development and problems of our country’s citizens’rights of freedom of speech under new media environment. Also, this paper makes a discussion on the reasons of the problems and comes up with some suggestions that perfect our country’s citizens’right of freedom of speech under the new media environment by using the related researches at home and abroad for reference.
