Research On Innovation Of Rural Grid Management

The third plenary session of party’s eighteen propose to promote the modernization of national governance system and governance ability, accelerating the formation of a scientific and effective social governance system. Grassroots governance is the foundation of the national governance system, but also an essential part of social governance. To promote grass-roots social management mechanism innovation in rural areas, it is of great significance for the rural villagers’ autonomy and social development. In the context of modernization and urbanization, the social structure of our country is at an important transition period, and rural social management is faced with complicated and diverse problems, so grassroots organizations bear a large number of social services and affairs, bringing about tasks beyond the carrying capacity of the grassroots organizations and the villagers’ autonomy in trouble. The riginal rural social management mechanisms showed no adaptability, so rural social governance model calls for innovation. Gridding management model provides a reference to resolve rural social conflicts and improve rural social governance mechanism.Gridding management model is an innovation of social governance practice, and it is a top-down management of integrated services model, which is leaded by Chinese grass-roots government. It originated in the city,and has been widely used in the social management of the city, and have achieved remarkable results in public services and social management. Gridding management which optimizes the grass-roots social management mechanism has the modern digital information technology as a carrier, integrating the management resources,extending the governance chain, improving the precision level of social services, strengthening the cooperation among the grassroots government, citizen, enterprises and social organizations and building a governance system including management and service. Compared with the urban, rural gridding management is still in the pilot phase, which gets relatively little attention. Therefore, it is necessary to explore the relationship between gridding management and rural social governance and clarify the effects of gridding management modelGridding management model has been implemented for a long time in X County Beijing, and its institutional arrangements, process design and practical experience is an important reference value to promote rural social governance innovation. In the background of gridding management, this article puts the rural gridding governance of X County Beijing as the research object, and give an empirical analyze of the effectiveness and problems of the rural gridding governance of X County, and explore the meeting point between gridding management and participatory governance in order to make gridding management more democratic and cooperative from the perspective of participatory governance. At last, I want to be able to build an innovative rural social governance mechanism by optimizing the gridding governance system design and the governance body structure, adjusting the governance operating mechanism and improving the security system.
