Research On Governance Of Rural Gridding

Since the reform and opening up 40 years ago,Chinese economic and social achievements have attracted worldwide attention.People's living standards have been greatly improved,and urban and rural grassroots public services have been gradually improved.In the process of industrialization and urbanization,more public service resources tend to be in cities,and the urban-rural dual structure is a prominent problem.Rural grass-roots governance is still in a relatively backward state.To address the imbalance and inadequacy of urban and rural development,since the 18 th national congress of the communist party of China(CPC),it has proposed to build a “socialist social management system with Chinese characteristics”,constantly promote the modernization of the national governance system and governance capacity,transform government functions,and lower the level of public services.At present,our country on the grid to make use of the rural governance practices is still in the primary stage of development,therefore,in this paper,located in the west of the establishment of a county-level city G as an example,the city in the process of improving the capacity of social governance,continuously explore the rural grids management background,and in recent years,driven by “center + gridding+ information”governance model,studies its existing problems,and to have some inspirations for the grassroots social governance model innovation.In this paper,by analyzing related literature,the grid and defining the core concepts related rural grid control,the 18 th party congress and use of grassroots governance and public participation grassroots governance and other related theories and literature analysis,questionnaire investigation,comparative analysis,field visits and other methods,the city G in exploring rural grids governance mode operation and results.Based on interviewing material about the cities' left-behind population,controlled object,grid administrator of the town and rural,combined with related data compilation,points out there are problem about that governance of rural gridding in G city such as grid information grid,event handling,grid management personnel team construction is weak,the grid management of supervision and inspection disadvantages,and characteristics of population from rural communities,villages and towns government's traditional management way,grid service system is not yet perfectand the grid governance operation mechanism is not perfect and so on to analyze its reasons.Finally,this paper puts forward some targeted Suggestions and Suggestions,such as constructing the grid governance information system,optimizing the grid event processing mode,strengthening the grid governance team construction,and improving the supervision mechanism,in the hope of providing reference for the rural grid governance innovation.
