On The Management System Of Low - Altitude Airspace And The Protection Of Residents' Private Right

The State Council and the Central Military Commission issued "on deepening reform of China’s low-altitude airspace management advice" in 2010.It decided to make necessary reform of low-altitude airspace management in china,developed and utilized low-altitude airspace resources fully.Low altitude airspace is an important part of the national airspace system. Low altitude airspace is the main area of general aviation activities.The general aviation industry has already become a new economic growth point of the western developed countries.China’s economy is in a critical period of transition, needing the general aviation industry as the driving force of economic growth.The low altitude airspace management model has not been fundamentally changed,the degree of openness restricting the development of general aviation.This paper introduces the concept of low altitude airspace,development history and the management of the airspace, pointing out the main problems facing China’s open low altitude airspace. Based on the experience of foreign developed countries aviation airspace management system and combining with the management of the airspace in China, pointing countermeasures for solving the problem of low altitude airspace open.The paper focuses on how to prevent and control air pollution, especially tailing noise pollution of the air crafts after China’s opening of the low-altitude airspace,and improving the protection of the legitimate rights and interests of the residents.
