Except of the preface and the epilogue, this article consists of four parts which is about more than 27000 words.In 2007, the National Air Traffic Committee issued a document-"An administrative reply of the question of the low-altitude airspace management reform pilot" and scored a first by organizing the implementation of low-altitude airspace management reform pilot in Guangzhou and Changchun. Till the 2010, another document-"Opinions about deepening the reform of China’s low-altitude airspace management" had been issued. Developing with this reform, the national trial reform of low-altitude airspace management had been expanded nation-wide year by year, during 2011 to 2015. What’s more, this reform had finished its destination in "promotion stage". According to the latest news, until 2015, there were roughly 33% of low-altitude airspace had been already freed from the long-term regulation of the city. In addition, the reform has also accomplished three kinds of different attributes of airspace management-Controlled Airspace, Surveillance Space and Reported Airspace, which makes the low-altitude airspace resource more effective. Between 2016 and 2020, the reform will reaches to its "deepening stage" and the low-altitude airspace resource will surely be developed much more scientifically。The first part is describing the relative concepts of "low altitude open", focusing on the concept of "low" and the low’s division as well as the object of the "open" for analysis.The third part, in order to solve the problems in above proposed legislation and system, I try to take examples by other countries’similar legislation and system.The second part, summarizing the main legislation and system which will be used in establishing our national "Low altitude open" management of legal system, and putting forward the problems existing in the practice.The final part is giving some measures to establish our national "Low altitude open" management of legal system, from legislation and system two sides, by combining the three parts above.This paper is dedicated to putting forward constructive suggestion to "Low altitude open" management of legal system from the aspects of laws and main system. From the legislation, in order to govern the development of aviation industry in China from the legislation of the highest level and provide the principle guide for those similar kinds of lower-level law and regulations, I suppose to build a "big" aviation law which contains civil and military two sides. When come to the system, I will combine theory and practice closely, which can surely make the document more visualized and the practice more directivity. In the end, I hope I can make a contribution to developing our national "Low altitude open" management of legal system and one day China can stand top of world’s aviation field.
