The Path Of China 's National Governance Modernization In The View Of State Autonomy

With the overall goal of deepening the reform comprehensively proposed that the modernization of national governance has become an urgent problem to be solved by the Communist Party of China. Whether the modernization of national governance can be realized is a matter of the Chinese dream of great national renewal. The state autonomy theory and governance modernization is intrinsically fit. The theory of state autonomy in contemporary China can provide some theoretical guidance and enlightening ideas to promote the modernization of national governance.This paper firstly cards the historical evolution of the concept of “state governance”and points out that national governance is the discard of national dominance and national management. Carifing national governance, pointing out that China’s national governance has the nature of socialism, the process of China’s modernization is significantly different from the western countries. By analyzing the definition of the concept of "modernization of national governance", this study attempts to re explain the concept from the essential attribute, the field and the specific content.Secondly, this paper will introduce the history of the theory of state autonomy, and the basic content of national autonomy. The theory of state autonomy has not been perfect, which is generally thought that it come from Marx and Engels "state relative autonomy" thought. Chinese and Western scholars jointly promote the development of the theory of state autonomy from different angles and different positions.Again, this paper will use the theory of state autonomy to analysis the status quo of China’s national governance and point out the advantages and problems of national governance systems and governance capacity. China’s national governance has continuity, and embraces inclusiveness, national governance systems and governance capabilities are compatible with our national conditions and development requirements. Obvious advantages, the problem can not be ignored, such as low management level rule of law; governance effectiveness release is not sufficient; the structure of the national autonomous power imbalance; country appeared to be "captured"; the national system of governance system is imperfect; the degree of pluralistic governance body interaction is low. These problems hinder the smooth progress of the modernization of national governance, delaying the great rejuvenation of the Chinese dream to achieve.Finally, aiming at the problems existing in the process of the modernization of national governance, this paper will use the theory of national autonomy to guide the modernization of China’s national governance, and put forward the following measures for reference: Firstly,suppress arbitrary power, confine the exercise of power within an institutional cage; secondly,enhance the basic power, develop "embedded autonomy", to realize national and social coordinated governance; third, beyond the interest groups, construct "neutral country", prevent“Interest Possessor Group” from capturing the State, to maximize the public benefit; fourthly,maintain the authority and effectiveness of the state autonomy, enhance national governance capacity; fifthly, reinforce the legitimacy foundation of state power, strengthen the self-building of the party in power, scientific ruling; sixthly, cultivate a modern civil society.
