Research On The Problems And Countermeasures Of University Security Community Construction From The Perspective Of Government Governance

Large-scale university enrollment, the implementation of the elective system and the credit system have led to the rapid increase of the number of students, universities pay more and more attention to the construction of College Students’ community. The university community is a kind of constructive student community, which is accompanied by the rapid expansion of college enrollment and the promoting of the logistics socialization reform about colleges. Student community from colleges and universities as the main body in the management of "unit system" to the government, market and universities such as multi-agent cooperation management "community" changes and take more and more management, service function. The university community adopts diversified investment, market construction, social service and property management.As an important place for college students to study and live during learning, the security of the university community is very important. But from the actual situation such as safety accidents, campus suicide, murder and other accidents in recent years, the security situation of college students is not optimistic. College students are the future and hope of the motherland, their health and safety related to the family happiness, social stability and development of the nation. Therefore do a good job for the college students’ safe has important significance.The government actively explore the construction of the university community safety but ineffective. The Nordic countries take the lead in launching and promoting safe community concept. Safe community is the community which establishes the organization and procedures of the cross-sectoral cooperation, contacts community in its and individuals involved in the accident and injury prevention and safety promotion and acontinuous improving to achieve the security objectives of the community. It was successful and widely throughout the world. China has introduced safe community project in 2000. After more than ten years’ exploration and practice,China has accumulated experience in the construction and management of the safe community.On this basis, this paper based on the view of governance to study the construction of the safe community.To renew the idea of community construction, reconstruction of the main body of community construction, innovate the mechanism of community construction Realization of multiple subjects together to build, in guaranteeing the rights of college students’ safety and health at the same time improving the government’s governance and management skills.The main body of this paper is divided into four chapters. In the first chapter, we sort out the concepts and theories involved in the research, and establish the analytical framework of the study; In the second chapter, this paper takes the university community of Rizhao university cityas an example. Through the research of university community of Rizhao’ safety situation, we discovered the problems existing in safe community construction; In the third chapter, we analyzed the reasons for the problems government emphasis on the construction of the university community safety deficiencies, the idea behind the construction, lack of government support,guidance, coordination, supervision, service, etc. lack of positive interaction and cooperation between the government and the construction main body; In the last chapter, we pointed out the effective measures to promote the construction of the security community in university community, including strengthening safety publicity, the establishment of coordination and cooperation agencies, improve regulatory policies, and actively financing, strengthen supervision,etc. The government should establish a good relationship with multiple subjects to build the safe community in the university, which is the focus and the foothold of the research work in this paper.
