Study On The Construction Of Urban Safe Community In China From A Perspective Of Polycentric Governance

In recent years, as our country and local level put much more attention to the public security work and enhance its enforcement. Both the governing party and our government attaches great importance to the construction of urban safe community,and make it as the key project to promote the safety work. Although the introduction of safety community and its establishment in China later than developed countries, it has achieved relatively good results at this stage. Within the national scope,the quantity of safe community has got a rapid growth, and unintentional injuries and accidents have been controlled effectively.Further more,the public safety in city community has been improved markedly.However, there are still some problems need to be solved in the process of constructing safe community.This article summarizes the basic situation of safe community,both its development and achievement.Then describe the appeared dilemmas in the process of the constructing progress. By analyzing the reasons of these dilemmas from a perspective of polycentric governance,we get a preliminary conclusion that the root of dilemmas is the thinking inertia and path dependence on“monocentric” governance.On the one hand, the construction of safe community is required co-constructed by multiple entities.On the other hand,the participation of the whole citizen individuals is also not consistent with the monocentric governance.And this contradiction causes the low level of collective action in constructing safe community and hampers the promotion of safe community in our country with its long-term operation.The mode of polycentric governance and its concept will be able to provide some approaches to solve those problems more efficaciously and make guiding significance to the policy recommendations.
