Study On The Problems And Countermeasures Of The Construction Of Urban Safe Community On Dikoulu Sub

Community,whether as a visible or an invisible geographic scope or the concept of identity,on the development of society,its impact was far-reaching.With the deepening of China’s reformation,China has entered a critical period of social transformation,and entered a sensitive and prone period which shows all kinds of problems.The disparities,which are brought about by the rapid development of economy,and the effect which the cultural collision have on people’s awareness and actions,raise the social contradiction prominently and increase the social instability.In recent years,the urban community security have a large number of potential security risks and are still in a grim situation because of the increasingly complex security situation,the increased instability in the urban communities,and the swell ofethnic separatists.Our Party and government have always attached great importance to safety to protect people’s lives and property safety and health rights,and dopted a series of measures,and achieved good results,the number of major accidents and casualties show a declining trend in recent years.However,our present safety management mode for the urban communities management are still deficient. With the accelerating process of urbanization, more and more problems gradually come about,such as the fragmentation,self-contained division of labor and it can not the current safety supervision mode cannot adapt to the grassroots security situation, the problems of the dispersed security forces and the low resident participation rate and other issues haven’t been solved effectively and need to be solved urgent.Safe community,a kind of security management which is raised by the World Health Organization(WHO) and promoted all over the world,features mostly no strict and excessive demands on the application subject and no demands on the area,population and economic condition of the social community,and features theemphasis on the building of community capacity and on the effect of the continuous improvement in community.Safe community is a mode which play a preventive role in natural disasters,accidents,criminal acts and can take care of the elderly,the disabled and other special groups of children,and which covers the widest scope,is the most reasonable method and the most comprehensive evaluation system in all kinds of security mode.After years of practical tests at home and abroad, we know that this mode can not only reduce the injuries and losses of the artificial and natural disasters and accidents, but also favor the physical and mental health of the residents, and keep the social stability effectively and promote the comprehensive development of economy and society in a macro level.This paper will carb the building process of safe community in Dikoulu Subdistrict Tianqiao District Jinan City and summarize its experience conscientiously,and will analyze the importance and value of security community thoroughly and explore the methods of refining the construction of the community and will raise our own proposals at last.The goals of our country’s safe communities building, and the ideals and pursuits of the vast number of grassroots workers, are creating a safe and healthy living environment,fostering the safety culture of a harmonious cooperation,creating an autonomy atmosphere with the participation of the whole people,maintaining the situation of social stability and unity.The authors of this paper hopes to contribute theirs efforts for the building of safety community which is still an initial subject.
