A Study On The Government 's Function In The Practice Of "Providing Housing For The Aged" In China

Currently, China’s aging problem is increasingly serious.There are more families that children go out for work while their parents stay at home alone.The pressure from raising families is extremely heavy for both families and the government.In order to make the old generation live a better life,housing endowment is proposed in China,and made into practice in Beijing,Shanghai,Guangzhou and Wuhan.Housing endowment is rapidly developing in western countries,the system is relatively completed.In China,it’s still a new thing and people even doubt about it.If we investigate the reason,we’ll know it’s not difficult to find that there are various government function’s problems in the process of China’s housing endowment practice,for example,the government itself has the positioning problem in the practice,organizations and government function related is crossed and overlapped,the ability that government regulates real estate market is still poor,social resources and facilities are wasted, policy’s feedback of social citizen is weak,and so on,all of those problems above need to be solved.Based on this situation,this paper analyzes government function’s problems in the practice of China’s housing endowment.Focusing on the causes of these problems in order to give reasonable suggestions to solve it.First of all,the government needs to position itself correctly in the process of housing endowment,and tries to avoid the overlap of government organization.Making sure that government’s absence or even excess won’t happen in housing endowment work.Besides,the government needs decentralization,which means the energy of market and social resource is well organized.Finally,tracking the feedback of housing endowment is very important,and it helps to promote the scientific level of policy making or policy implementation.With the effort government spares,it’s quite clearly that China’s housing endowment can be benefit to the old.
