An Analysis Of The Effectiveness Of Government Information Disclosure System In Public Emergencies

With the continuous development of society, human develop and use natural resources irrationally, and social contradictions is intensifying. Such as: "7 ? 23" motor car accident in Wenzhou, "8 ? 12" Tianjin bombings and other public emergencies also continue to occur. Such public emergency not only happened in developing countries such as China, in developed countries have also been happened "9 ? 11" terrorist attacks which shocked the world. Therefore, for the management of public emergencies has become a global issue. After the sudden public incidents, relevant government departments should timely process related events, release information to people and avoid panic among the people. This explains that the government information disclosure is very important in response to public emergencies, at the same time it also shows that the government information disclosure system can be run more efficiently is a top priority. However, the current study only involves respect for government information disclosure system in the emergencies, the study of the effectiveness of the system have little research.In this paper, I use literature research to study the composition of the institutional effectiveness, the basic concept of sudden public events, and the determined standards of government information disclosure system in public emergencies. I use the fuzzy analysis and survey analysis to verify the government information disclosure system in public emergencies is valid, and proved that the system is effective, it is also the research and innovation of this article. I use the use comprehensive analysis method combined with the presence since the implementation of the "People’s Republic of China Government Information Disclosure Ordinance",and put forward relevant countermeasures to improve the effectiveness of the system to ensure the effective operation of government information disclosure system.
