Since the 18 th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping as the core has attached great importance to the issue of grassroots governance.General Secretary Xi Jinping has repeatedly stressed the need to further innovate grassroots governance and build a new system of vibrant and efficient social governance.The Fourth Plenary Session of the 19 th CPC Central Committee emphasized that it is necessary to build a social governance community where everyone is responsible,everyone is responsible,and everyone enjoys it,and improve the social governance system supported by party committee leadership,government responsibility,democratic consultation,social coordination,public participation,legal guarantee,and scientific and technological support.The Fifth Plenary Session of the19 th CPC Central Committee proposed ways to smooth and regulate the participation of market entities,new social classes,social workers and volunteers in social governance.Therefore,the main body of grassroots governance is no longer limited to the state and the government,transforming government functions,adhering to the separation of government and society,breaking through the government-led governance structure,and establishing cooperative relations between multiple subjects have become the main ideas of current grassroots governance.As an important part of Tibet,the pastoral areas of Tibet face many difficulties and challenges in their social governance due to their high altitude,wide range and scattered residence.According to the idea of "governance theory",the utility of pluralistic governance is the greatest.In the past,the main body of grassroots social governance was single,which was not conducive to giving play to the role of comprehensive forces.To this end,it is necessary to gather social forces,activate all positive factors,and give play to the role of grassroots party organizations,governments,social organizations,and the public in social governance.As the focus of comprehensively deepening reform and overcoming difficulties,border areas are important areas of national social governance,and the quality of their governance is very important,which is related to the construction of harmonious ethnic relations,and even more related to the long-term peace and stability of the party and the country.Through literature analysis and field research,this paper takes grassroots social governance in Tibet pastoral areas as the entry point,sorts out the basic situation and the current situation of grassroots social governance in Tibet pastoral areas,and summarizes the existing problems in grassroots social governance in Tibet pastoral areas: First,the guidance of Party building in grassroots pastoral areas is insufficient;second,grassroots self-governance in pastoral areas is immature;third,functions of township and town governments are not fully transformed;fourth,the strength of social organizations is weak;and fifth,the cooperative governance mechanism is imperfect.The main reasons are the lack of internal power,the influence of traditional administrative culture and the imperfection of legal system in the grassroots social governance of pastoral areas in Tibet.Finally,this paper puts forward the countermeasures and suggestions of grassroots social cooperative governance in Tibet pastoral areas according to the actual situation of Tibet pastoral areas after the overall grasp of the current situation of grassroots social governance in Tibet pastoral areas: First,we should strengthen the guiding role of community-level Party building in pastoral areas;second,we should give full play to the role of the masses in self-governance;third,we should transform the functions of township governments;fourth,we should stimulate the vitality of social organizations;and fifth,we should improve the mechanism of cooperative governance.The hope is to provide some references for grassroots governance in other frontier minority areas.This paper combines the theory of cooperative governance with the practice of grassroots social governance in pastoral areas of Tibet and makes some innovations in the perspective of research.
