At present, our country is in the period of opportunities but also of multiple social conflicts. Despite China’s impressive achievement and great changes since the reform and opening-up, it is facing the unprecedented contradictions and problems. The most notably Various social conflicts arising from the disparate development of urban and rural areas. Along with the deepening reform, all kinds of contradictions appear in frontier minority areas due to the increasing disparity of income, the deficiency of spiritual and cultural life, the differences in religious beliefs and the lower level in terms of knowledge. Owing to the geographical reasons of the outlying minority areas, these sporadic incidents are often utilize through publicity by the hostile powers infiltrated in these areas to stir up trouble; they expose only the dark side of the problems and defame the government.It is of great significance to strengthen the media management and lead the public opinion properly,because the process and result of the emergency is largely affected by the media. The proper guidance of public opinion not only creates a positive effect on emergency situations but also have a great meaning for keeping the social stability of the border areas as well as a positive government image.This article uses both domestic and foreign researches for reference and combines the characteristics of the outlying minority area, using Kunming as an example. An ning oil project、the first China-South Exposition environment proving、Jinning Fuyou County conflict events were selected for case study to elaborate, aiming to explore the regular pattern of public opinion guidance of emergency incidents in the frontier area,and strive for refining an practicable methodology and mechanism.
