After the Cold War, under the impetus of economic globalization, and the power of information technology, all the countries in the world have witnessed the transformational changes in the security environment and international security situation. The highlights of non-traditional security and the gradual consensus of integrated security concept have not yet negated or changed the nature of the general cause of traditional security resulting from the conflicts in state interests between different countries, which results in its more abundant connotation and its more complicated structure. What should be paid much attention to is that in the process of the advancement of economic globalization and the development new media, the idea of national opinion has penetrated into some profound issues concerning state development such as politics, economy, culture and so on, and its influences on the state are more complicated and its functions more lasting. Thus the conflicts in state interests among countries would incarnate more in the way of opinion arguments. Relying on their high efficiency in dissemination, western countries have practiced opinion dilatation and opinion hegemony without any constraint and spared no efforts to spread distorting opinions on China, which has greatly weakened China's national discourse power. Many countries, particularly China, have placed more and more weight on economic security; meanwhile they have also taken notice of the unprecedented security of national opinion resulting from the conflicts triggered by the state interests among countries and have reputed it as a realistic and momentous issue of state strategy. It is clearly stated in the18th NCCPC report that" in order to ensure national security, we must try our best to improve national security strategy and working mechanism, and be highly vigilant and resolved to prevent hostile activities from splitting, filtering and overthrowing the state power." The3rd Plenary Session of the8th NCCPC has made a further step and pointed out:"It is essentially important to establish the National Security Council and improve the national security system and national security strategy in order to ensure national security." And on Aug.19th,2013, the secretary-general Xi Jinping emphasized and pointed out at the National Conference on Propaganda Work that we must adhere to consolidating and strengthening the mainstream public opinion, promoting the main socialist theme, disseminating the positive energy and motivating the great power of the whole country to be united and advance together. And he also underlined that we must work hard at external propaganda, innovate external propaganda ways, try o_ur best to create new concept, new category and new presentation to best tell what is going on in China and propagate China's standpoints. These arguments are not only scientific with times, but also a warning on national public safety. In this context, if we place the security of national opinion into the overall national security strategy and have a deep study on it, there is no doubt that it is an urgent task for developing China.Based on the above understanding, this paper chooses the security of contemporary Chinese national opinion as research topic and studies it from multiple dimensions. Its main contents are as follows:The basic theory of the security of national pinion. In such environment as economic globalization, Chinese social transformation and the development of new media, we should strengthen the cultivation of public socialist nuclear values; educate people "four acceptances (motherland, Chinese nation, Chinese culture and path of socialism with Chinese characteristics)" and the safety consciousness of national opinion from the aspect of ideological and political education as well to consolidate social acceptance and ideological foundation, thus we can better construct the defending line in thought concerning the security of contemporary Chinese national opinion.
