The Research On The Innovation Of Party Construction In Rural Areas Of Beidaihe District

Primary-level party organization is the foundation that maintains the integrity and efficiency of party’s opearation, and the basis that ensures the unity of the masses, the execution of the Party’s plans, policy and tasks. Recently, as the deepening of the reform and opening-up of the Chinese government, the rural life and economics changed enormously. These changes produced many new situations and issues, which requires continuous inovation in primary-level party organization at rural area in China.This paper uses various research methods such as: Literature Research Method, Case Study, Investigation Method to analyze the new situation and existing universal problems in the work of rural party construction. Furthermore, this paper takes the construction of party method in Beidaihe District as the research object. Carefully collect a variety of documents and file data, which is about the innovation rural party of Beidaihe District in recent years, they are respectively: Dai He Town Party branch “Four Paris of Work Act”, Seaside Town Liu Zhuang village industry Party “123 service model”, Dai He Ancient Village Party branch of efficient management initiatives to promote rural tourism industry booming, Beidaihe District “Double- Build” model to promote grass-roots party and new rural construction and overall development. Beidaihe District party building “five a specification to create” management system etc. These management systems have been extensively investigated and studied the actual situation of a large number of grass-roots party organizations in Beidaihe District, especially the summarize achievements and weaknesses of the party construction and gain new valuable experience. On this basis, summarize the basic ideas and methods of innovation in rural party construction work in Beidaihe District, that is to create a flexible and efficient organization system, to cultivate and highly efficient party members, to explore the work carrier, to establish a scientific and effective mechanism, in order to inspire and draw lessons from other rural Party Construction work.
