An Analysis Of The Motivation Of The Evolution Of Philippine South China Sea Policy And China 's Countermeasures

The south China Sea and its affiliated islands are China’s inherent territory. But from the 1970, some countries in Southeast China have claims rights to the South China Sea.Philippines is a country, which occupied this waters very early, and the area of the waters is also very large. Especially since the Philippines Aquino III government came to power in 2012, the policy towards South China Sea of Philippines is more aggressive. Philippines continued to stir up troubles in this waters and thus, upgrade the dispute between Philippines and China.The cause of the South China Sea dispute is complex and diverse, and there are two aspects of factors have contributed to this situation. From the International aspect,the United States plays the key role. In order to weaken the China’s power, the United Sates implement the strategy of "rebalancing Asia Pacific ". In the same time, for the sake of its own interests, Philippines want to stand with USA and actively cooperate with the American Asian and Pacific strategy. In addition, Philippines’ s domestic political war pushes Philippines to take radical policy in the South China Sea to win ballot tickets. In order to maintain the legitimacy of the regime, Aquino uglified the South China Sea’s policy of Arroyo government, and changed the friendly cooperation in the South China Sea.If China can solve the South China Sea disputes with the Philippines government as soon as possible, then this will create a great change for the overall settlement of the South China Sea dispute. Especially the entire South China Sea disputes cannot be solved in a short time, the successfully settlement of the disputes between Philippines and China will be a breakthrough to solve the disputes among China and other Southeast Asian countries.This paper uses historical research, case analysis and other research methods to explore the reasons of the upgrading disputes of the South China Sea disputes between Philippines and China, and analyzes the revolutions aiming to help theChinese people understand the disputes of the South China Sea, and enhance their sea power awareness. The article is divided into four parts.The first part focuses on the general situation of the South China Sea disputes.This part reviews the current situation of the South China Sea disputes from a historical point of view, and gives an outline of the origin, development and current situation of the South China Sea disputes.The second part mainly analyzes the international factors of the South China Sea dispute. This part starts from the " rebalance of Asia Pacific " strategy, and then analyzes how the relations between USA and Philippines changes and how the Philippines South China Sea changes.The third part focuses on the domestic reasons of Philippines. At the beginning,it gives the overall view of the political system in Philippines and the real power struggle under this system. Then it points out deeper reasons of the radical policies of the Aquino III government.The last part gives the solutions to solve this dispute for the Chinese government.And the solution is divided into four parts, and the core attitude is that China has the sovereignty and we want to solve the dispute peacefully.
