As a way of mobilization slogan has the unique charm, and is used at all times and in all countries. It is always with the word dapper express makers’ intent, and has strong agitation and appeal, mobilize people to take action to achieve the mobilization object.The Communist Party of China has also fully used the slogan, and achieved the success of the revolution, construction and reform. And at the same time, the value of the leadership of the party has become mature with the improvement of the slogan mobilization. Slogan is a tool of mobilization of the Party;through what process and mechanism can the Party advocated publicizing and mobilized the mass? What is the change of the party’s mobilization slogan and value? So how to explain the above problem is the research purpose of this paper.The first part introduces the background, purpose and significance of this paper. The second part defines the related concepts, analyzes the characteristics and charm of mobilization slogan. The third part analyzes the change of the party’s slogan of mobilization, and draws a conclusion. The fourth part describes the operation mechanism of the mobilization of the slogan of the party, using an analysis framework of "value,organization and strategy". The fifth part is the thinking of how to improve the slogans in the governance framework.The operation mechanism of slogan mobilization goes through three stages of "value guidance, organization support strategy implementation". First of all, because of the masses lack of consciousness, the Party needs to guide them with value and give them the common goal and will. Secondly, the realization of the mobilization of the slogan of the party needs organizational support. All kinds of Party organizations at all levels, leaders of the mass organizations and outstanding leaders have provided organizational support for the party in slogan mobilization. Finally, the party’s slogan mobilization needs to implement the strategy. Slogan mobilization is also an art;it needs to be improved from the aspects of technology and strategy.Behind the change of the party’s slogan mobilization is the evolution of the party’s leadership concept, which reflects the change path from the struggle orientation, to the management orientation, and then to the governance oriented.To study the intrinsic mechanism of slogan mobilization and the change of party’sleadership concept, to summarize the experience and the insufficiency from the history of the slogan mobilization, are all of great significance for practice of today. We should take the value and stimulate social vitality and creativity, promote the modernization of national governance systems and governance capacity.
