This study is an attempt in yangzonghai development zone as an example, the search for scientific administrative hosted mode of villages and towns government function positioning model.This research embarks from the literature, combing the practice of administrative mandatory changes and corresponding mode of government function positioning, outstanding yangzonghai mode orientation and characteristics of administrative hosted mode, to provide theoretical reference for development of yangzonghai hosted mode. On this basis, to the actual situation of kunming yangzonghai development zone administrative managed to conduct a comprehensive analysis, analyzes the present situation of villages and towns government function positioning, found the fuzzy problems of villages and towns government function positioning, and connecting with the practice, puts forward the countermeasures and Suggestions to promote the development of yangzonghai administrative hosted mode and reasonable theoretical way of township government functions, on the one hand, the township government to locate in the "small government", on the other hand, is located in the "service-oriented government".
