Government-affiliate institutions have been making great contributions to the development of China, especially in talent system, national science&technology projects, public affairs. In the condition of improvement in high-tech, industry and agriculture, and service sector, economic structural adjustment goes into deep, meanwhile the government begin to focus on the reform deeper in institution, to establish a government with more clarity, more fair, more public and more credibility.So the government-affiliate institutions which play the important role in politics and economics need reform also. Title management is quite important part in the operation of government-affiliate institutions, and it is directly related to the benefit of every staff, so the normal function of society depends on the government-affiliate institutions reform proceeds smoothly.I have dealt lot of affairs about personnel work for years.During my works,1 have found there were some problems in the function of title management in recent years, include the title review, appointment, management, for example the problems in review standards, committee, review quality, position structure, post hire evaluation etc. With some research, I find that the reason to these problems is mostly the confusion between title and appointment,and because the confusion,it confuse the standards of both title review and appointment review too, and there will be some problems in after-hired management which by this two as basis. In order to solve these questions, it need to make the difference clear first, and after this the review standards will be correct, meanwhile it will make management reasonable and clearly by optimization of dynamic management in appointment and supporting measures. I have used three research methods in this paper:①questionnaire;②Reading literature and The papers and writings of others;③with my actual works.
