A Study On The Local Government 's Public Policy Conflict

In recent years, China was in the transition period of high speed social development, social problems have become increasingly prominent, which means the relationship between interest groups is becoming more and more complicated, the more and more conflicts between public policies as the government way to solve the social problems, directly hindered the process of building a socialist harmonious society. Policy conflict may lead to the policy failure, the government behavior outing of scope, the policy implementation deviation and so on. Therefore, this paper argues that the key point of the conflict of public policy is the understanding and allocation of public interest. Therefore, this article holds that the essence public interest is the key point in the conflict of public policy. Based on conflict theory, bureaucracy theory and public choice theory, this paper studies the conflict of local public policy combined with the investigation of Luyang, Hefei.This paper is divided into six parts. The first part is an introduction, which states the purpose and significance of this study, the research status and research methods at home and abroad are also described. The second part is the analysis of the basic theory of the conflict of public policy. This is the theoretical basis of the research in this paper. The third part is the performance and impact of the conflict between agricultural policy and environmental policy, which contributes the practical basis of the research in this paper. The fourth part states the reason of the conflict between agricultural policy and environmental policy in Anhui province. The fifth part is the analysis of the improvement measures on China’s agricultural policy and environmental policy conflict. The sixth part is the conclusion and the prospect of the research.This paper studies our local public policy conflict on the aspect of conflict between agricultural policy and environmental policy, has very important significance for China’s public policy and conflict research. It also enriches the governance measures on public policy conflicts, which contributes in the achievement of the objectives of public policy in our country.
