A Research On Information Technology And Policy Democratization Of Anhui Province

The 21st century is the century of information technology, modern information technology is profoundly affecting all aspects of human society, it has played an irreplaceable role in such aspects as economic, political and cultural life.In such a surging tide of the times and democratization,becauses of the rapid development and complexity, mordern information technology and democratization has been the research topics for scholars. As the representative of modern information technology,E-government advocates the public informed, public participation, public expression and public supervision,is conducive to safeguard the public's right to information, participation, expression and supervise and than promotes policy to be more scientific, so it guarantee the democratic policy,promote the policies to be more democratic.Public interest is the nature of public policy,and public interest depends largely on the realization of the public's right to know, participate, express and to supervise the realization of the extent, therefore, the "four rights" is a measure of public policy, degree of democracy,the the degree of realization of public interest.As the representative of modern information technology,E-government expand the public "four rights",and there aren't in traditional administrative system, the advantages of e-government can protect the public right to informate, participate, express and supervise the implementation, so large-scale public participation and decision-making process tends to make the democratization of expression, promote the realization of democratization.Use e-government,to promote public policy to be more democratic and scientific,it is a common practice in most countries. In china,from the domestic situation, Anhui Province in the use of modern information technology, promoting the democratization of development, there are still insufficient, this paper, the author take Anhui province as example,analyze the causes and try to find ways to enhance the democratization of Anhui Province.This paper can be divided into seven chapters, the main parts are five. First of all, introduce some policy-relevant theory,such as democratization, comparative analysis of domestic and foreign developed countries, analyse the five provinces in home,find their advanced experience, and then from the "four rights" perspective of Anhui Province,under the information technology policy in the democratic Development issues and causes, and finally learn the advanced experience of developed countries, try to enhance the policy of democratization, from the national level and the level of trying to find Anhui Province.The first chapter is an introduction,the article described the research background,raised modern information technology, the purpose and significance of this study, then list the Current Research, innovation is given in this article from the "four rights" dimension of public the nature of policy, which is always a lack of research scholars, and finally to form the framework of graph paper describes the research ideas and research methods.Chapterâ…¡, first of all,give the important concepts related to this article,define the policy,it is explained the meaning and essence of the meaning of democracy and democratization, democratization of the operating mechanism, and summarize the words of the public house, on the policy of democratization content is summarized.
