Research On The Public Participation Of Local Government’s Demolition Policy ——Taking Zhangqiu District,Jinan City,Shandong Province As An Example

Since the 18 th National Congress of the Communist Party of my country,the process of urbanization in China has been accelerating.In order to protect the land for urban construction and major construction projects,and to better improve the housing level of the masses,local government demolition projects have flourished,and local government demolition policies have gradually become a social issue.focus of attention.At the same time,with the continuous improvement of the public’s political and cultural level,the public,as the direct beneficiaries of the local government’s demolition policy,are increasingly eager to participate in all aspects of the formulation and implementation of the local government’s demolition policy.Public participation is crucial to enhancing the scientific and democratic nature of local government demolition policies.my country’s "Regulations on Major Administrative Decision-making" clearly states that major administrative decisions of local governments must introduce links such as public participation,expert review,and risk assessment.Local governments should not only pay attention to public participation in formulating demolition policies,but also pay attention to public participation in implementing demolition policies.Only in this way can the local government’s demolition policies be more scientific and democratic,and the general public’s sense of participation and gain.This paper applies the public participation ladder theory,game theory and other theories to analyze the current situation of public participation in local government demolition policies,and points out that the current public participation channels are diversified,the public participation policy environment is standardized,the public participation procedures are standardized,and the legal basis is constantly improving.Through the actual investigation of the public participation in the demolition policy of Zhangqiu District,Jinan City,Shandong Province,the author pointed out many problems existing in the current public participation in the local government demolition policy,such as the formalization of public participation,the limited coverage of public participation,and the impact of public participation.Insufficient depth and low awareness of public participation.In response to these problems,this paper obtains the relevant data of the people’s participation in the demolition policy of Zhangqiu District in Zhangqiu District,Jinan City,Shandong Province through the method of questionnaire survey,organizes the data and conducts empirical research,and expounds the influence of the local government’s demolition policy on the degree of public participation in the demolition policy.It explores the important role of people’s participation in the demolition policy of the local government,expecting to have some inspiration and reference for the local government to formulate and implement the demolition policy,and effectively improve the scientific and democratic nature of the local government’s demolition policy.Finally,combined with the empirical analysis of the public participation in the demolition policy in Zhangqiu District,Jinan City,Shandong Province,it is pointed out that the local government should focus on the following aspects when formulating and implementing the demolition policy.The right to participate in the public;the second is to widely publicize the procedures for public participation to create a good atmosphere for orderly participation;the third is to take multiple measures to improve the effectiveness of public participation in the game;the fourth is to focus on social security after demolition and to improve public satisfaction;Dispute resolution mechanism,smooth channels for people’s rights and interests relief;Sixth,strengthen the construction of supervision system and standardize the behavior of local governments;Seventh,guide the public to correct their attitude towards participation,enhance their awareness of participation,and stimulate endogenous motivation.
