Research On The Problems And Countermeasures Of The Policy Supply Of Local Government To Support The Development Of E-commerce Of Agricultural Products

The development of e-commerce of agricultural products is an important epitome of the optimization of agricultural industrial structure in the information age.In the process of promoting the modernization of national governance,different governance subjects play different roles in the development of e-commerce of agricultural products.As a direct provider of public goods,local government has become an important body to support the development of e-commerce of agricultural products through various policy tools.Based on the effective connection between the comprehensive poverty alleviation and rural revitalization,this paper draws lessons from the policy experience of foreign local governments in supporting agricultural e-commerce,focuses on the actual practice of supporting the development of agricultural e-commerce in Xiangtan City,focuses on the analysis of the problems existing in the policy supply link and the underlying causes,and then puts forward countermeasures and suggestions to promote the high-quality development of agricultural e-commerce.The study found that the current development of e-commerce of agricultural products has achieved remarkable results in e-commerce poverty alleviation,industrial reform,and promoting rural revitalization.At the same time,the policy supply of local governments also has some problems,such as vague policy content,limited policy participation level,low policy coordination ability,and imperfect decision-making responsibility mechanism.These problems are mainly due to the unscientific setting of policy objectives,the lack of coordination ability,and the lack of sound decision-making responsibility mechanism The participants are lack of motivation and policy mechanism.By combing the experience of the United States,Japan and South Korea,it is found that foreign local governments mainly focus on promoting the development of e-commerce of agricultural products in the aspects of information construction,state led promotion and public interest orientation.Therefore,efforts should be made to optimize the policy system of e-commerce of agricultural products,improve the development environment of e-commerce of agricultural products,and improve the relevant supporting policy mechanism,so as to continuously improve the quality and level of policy supply of local governments to support the development of e-commerce of agricultural products.
