India has a long and profound historical connection with Myanmar,with adjacent geographic location making many advanced elements of India have far‐reaching influence to Myanmar. As World War II ended,both India and Myanmar achieved independence.Since then,the Indo‐Myanmar relationship has ups and downs.After the end of the cold war,with India taking Look East Policy,Indo‐Myanmar relationship began to warm up gradually.The policy toward Myanmar of Singh’s government is mainly divided into two stages:the stage of initial cooperation from 2004 to 2010 when both sides began to strengthen cooperation in the fields of politics、economy and security,and the stage of deepening cooperation from 2010 to 2014 when bilateral cooperation came to deepen and communication in many fields became frequent.The policy toward Myanmar of Singh’s government has been affected by "Gujral Doctrine" aimed at strengthening good neighborly relations.during this period,Indo‐Myanmar bilateral economical cooperation grew rapidly and steadily.With strong geopolitical factor,India is also actively developing diversified Indo‐Myanmar channels of cooperation through regional multilateral framework.Myanmar is not only India’s eastern neighbour,but also is a member of ASEAN,whose strategic value is very important for India.There are comprehensive benefits including economics、geopolitics and security in Myanmar for India.With continuous advancement of democratic reform in Myanmar,Indo‐Myanmar relations will also keep warming up.The policy toward Myanmar of Singh’s government has been affected by many external environmental factors.On one hand,it is been influenced by ASEAN and Myanmar from the regional level,on the other hand,it is also been influenced by China and US from the level of great power.
