From the thought to study Japanese diplomacy,I decided to study the strategic decision-making of Japanese diplomacy during the interwar period.Until now,there have been few studies focusing on the interwar period,which is the period after World War one and before World War two,so we decided to focus on the interwar period.In this study,we analyzed strategic decision-making using game theory.The strategy selection of strategic decision-making,the relationship between optimal strategy and the strategy with the highest rewards,how to make decisions.Then studied the relationship between strategic decision-making and conflict,the reasons for causing conflict,and how conflict can be prevented.In this research,there is a conflict of interest between countries in the international society,and we decided to consider the optimal strategy based on game theory.By focusing on the actors,we came to the conclusion that different actors have different strategies to choose from.Also,regarding the decision-making part,we studied the Japanese cabinet system and the Japanese cabinet system in the Meiji era.By studying decision-making bodies,we learned how Japan’s internal decision-making was done.It was found that internal decision-making is related to strategy choice,and that internal decision-making influences strategy choice.By studying the system of the Japanese cabinet during the Russo-Japanese War,it was clarified how Japan’s decision-making during the Russo-Japanese War was made.We also clarified the cause of the conflict between countries through the conflict of interest between Japan and Russia during the Russo-Japanese War.Japan felt that Russia’s military power was a threat and was in confrontation with Russia in colonial rule.It was revealed that this conflict of interest actually led to the Russo-Japanese War.In this way,using the Russo-Japanese War as an example,we studied the causes of conflicts and preventive ways.In addition,by studying Japan’s foreign policy during the interwar period and how Japan’s strategic decision-making during the interwar period was carried out,the international relations in the international society during the interwar period were clarified.We argued that the opposite is also true through the theory that hegemons play a role in the international society and that hegemons also benefit the international society.We have come to the conclusion that hegemons can benefit the international community,but they can also bring about man-made disasters such as war.By studying the interwar period,which is the period after World War one and before World War two,how the decision-making of the great powers during the interwar period can be made.It was clarified whether it had an influence on the international society.And not only during the interwar period,this study could explain modern international relations.Throughout the study of interwar period,this study has discussed strategic decision-making and confrontation of interest.We also studied the relationship between confrontation of interest and conflicts.In the future,I would like to further consider ways to prevent conflicts.This paper is structured from 5 chapters,and Chapter 1 explores the definition of strategic decision-making.First,I discussed the interests of the state,and argued that strategic decision-making is based on the interests of the state.I argued that strategic decision-making is aimed at maximizing national interests by considering the interests of the state in the interests of security and the interests of the economy.Using game theory,we discuss when to choose the best strategy and in which case to choose the largest reward option.Chapter 1 further discusses the reasons for conflict and its existence.By discussing the causes of individual conflicts,we have come to the conclusion that the causes of disputes between countries are also due to conflicts of interest.By thinking about security interests and economic interests,the conflict between national interests became more apparent and helped to determine the cause of the conflict.And,how to avoid the conflict was discussed.And,the Cabinet system of Japan was examined in this chapter.Using historical materials from the interwar period,we studied the structure of the Cabinet at the time and how decision-making was made.We discussed the structure of the modern Cabinet and the separation of powers in Japan,and examined how decision-making in modern Japan is made.Chapter 2 discusses foreign policy in Russo-Japanese war in Japan.This paper discusses foreign policy and explains the theory of security dilemmas,using the Peloponnesian War as an example.In addition,by discussing the old diplomacy,Japan discussed foreign measures during Russo-Japanese war.And,the difference between old diplomacy of Japan and old diplomacy of Europe was discussed,and the transition of Japanese diplomacy was studied.Using Bismarck diplomacy as an example,the old diplomacy of Europe was discussed.And,the time of old diplomacy of Japan was different from Europe,and it was different from the old diplomacy of Europe.In Russo-Japanese war,Japan and Russia were pursue each other’s interests and come to the conclusion that war has occurred due to the conflict of interests.Chapter 3 discusses the transformation of Japan’s foreign policy during the interwar period.This paper discusses foreign policy in the 1920 s and studies the transformation of Japan’s foreign policy.Japan’s foreign policy during the Russo-Japanese War was an aggressive stance,and Japan’s foreign policy after the Russo-Japanese War was old diplomacy,but there were some elements of new diplomacy in it.On the other hand,through the Russo-Japanese War,Japan’s foreign policy felt that Russia’s entry into Asia was a threat,and Japan entered the Anglo Japanese alliance to restrain Russia in order to protect its own security.In the interests of their own country,the Russo-Japanese War occurred as a result.In this way,there are cases where we cannot pursue our own interests and at the same time fulfill our international interests.And,the formation of the Washington system is also discussed.The Versailles system after The First World War created the international order of Europe,while the Washington system formed the international order in Asia.However,this order also collapsed due to the second world war occurred.This chapter also discusses the causes of World War II.Chapter 4 discusses Decision Maker and the relationship in Japan.We first studied decision-making,but we used game theory to explain rational choice.It can be explained that the country is viewed as an individual and decisions are made to maximize profits.We also studied the system of the Japanese Cabinet after the Meiji Restoration.We analyzed the mutual interests of the Army,Navy,Emperor,and Cabinet,and concluded that they were making decisions and acting to maximize profits when viewed as individuals.And,the economic policy of Japan in the inter-war period was discussed in this chapter.Chapter 5 describes the conclusion.The interwar period is located after The World War one and before The World War two,and it can be said that it is a period sandwiched between two battles.There are few studies that take up the interwar period,and that there is little focus on the interwar period.Therefore,we were able to discuss the value of this research.And this time,We took up the 1920 s and we wanted to make research on the 1930 s in the future.
