Much starker choices-and graver consequences-in period, xi jinping said, at the top BBS 2015 poverty alleviation and development, that the comprehensive well-off is the entire Chinese people, and it cannot appear someone left behind, that the poverty alleviation and development will be thought as the main content of the economic and social development planning, implementation of a series of major development will be acted. Tibet "Thirteen Five" plan put forward some policies,such as the "five in one" big pattern poverty、 poor precision,、 "a group of five",and so on, which makes poverty alleviation work has entered a crucial stage.Visiblly, we should still make more researches on the poverty.There are studies in the whole village to promote the practice of participatory poverty everywhere in our country,.But from the point of anti-poverty project implementation situation, a lot of problems still exist,such as Poverty population in poverty alleviation projects, who was not involved in opportunities, insufficient participation, poverty alleviation and the main body through the motions, image engineering, precision is not accurate for poverty alleviation and participatory poverty alleviation contradict phenomenon emerge in endlessly. At present, the government financial funds is still the important resources for poverty alleviation in China,taking the important position in the process of poverty alleviation. At the same time, Tibet is mainly dependent on government departments.And the staff at all levels of the government plays an important role in the process of poverty alleviation. The points of the paper is that how to deal with the relationship bettwen Government workers,and poverty groups who can play what rolees in participatory poverty alleviation, should be how to deal with the relationship between the related subjects, which makes it beneficial to participatory poverty, become the focus of this article Through participatory poverty, pastoral areas of Tibet,this article analyzes the necessity of implementing participatory poverty, and deepens the understanding of the elements involved in. And it also analysis main body characteristic and the influence factors of different poverty alleviation project participati and positively specifics cases of participatory poverty pastoral areas of Tibet, and puts forward some thought from the guiding principles of the participatory poverty and feasible path, system construction, etc.The paper, through the system analysis, pastoral areas of Tibet participatory poverty, carried on the exploratory research, believes that there is a breakthrough in two aspects: 1. Multi-angle realizing participatory poverty in Tibet. it demonstrates the necessity and feasibility of participatory poverty, from Tibet special geography, humanities, customs aspects to explain the participatory poverty, the reason of poor group at a disadvantage position in coordination in the process of government departments in the organization and put forward. Choosing the appropriate participation factors, necessarily separated the poor to the poor in the process of anti-poverty to make sure that the poverty has high voice and policy influence. 2. Depth recognizing mainly participation persons.emphasizing the leading role of government in the poverty alleviation project in the past, but to solve mental poverty and avoiding the emergence of the phenomenon of Chinese, simplification, unitary, immobilized discussed effects of anti-poverty has limitations.So it is necessery to play a role of each main participation person. Based on the theory of the relevant public Thomas, according to the scope and direction of the project impact, the paper will subdivide the relevant public into positive and negative correlation, and puts forward different interest groups involved in the project and the effective degree of difference, which will provide some ideas to choose the right means of poverty alleviation and reference.
