Research On The Grass-roots Governance In Pastoral Areas

To promote social good governance and good governance has become an inevitable trend in the new era of the new countryside.Since the 17 th National Congress of the Communist Party of China,the discourse of governance has become the normal vocabulary between the government,the society and the market,and there are different achievements in theory and practice.With the proposed strategy of national poverty alleviation and rural renewal,social governance in ethnic areas,especially the innovation and challenge,problems and Countermeasures of grass-roots social governance in ethnic areas,has become the center of attention and focus.Facing the multiple problems of grass roots social governance,what governance paradigms do we have in the governance of rural and pastoral areas nowadays? Do these paradigms work? What are the similarities and differences between the management of pastoral areas and non pastoral areas? And so on,all these problems are special,and need to be considered comprehensively from the perspective of theory and practice.This paper takes the Kazakh pastoral area of XXXX Township,Aletai,Xinjiang as the research area,analyzes the present situation of the social governance in the pastoral areas of XXXX Township,analyzes the existing problems and the influencing factors,and tries to put forward the realistic path strategy of optimizing the social governance of the pastoral area from many angles.According to the characteristics and needs of the research content,the main research methods used in the research process are literature research,field investigation,qualitative interview and interdisciplinary research.The study takes pastoral area as the starting point,and tries to examine the problems and experiences in grassroots social governance through XXXX main practices of social governance.The full text is divided into five chapters.The first chapter mainly deals with the research background,significance,research ideas andmethods as well as the existing research at home and abroad.The second chapter emphasizes the definition of the key concepts in the study,and puts forward the relevance theory;the third chapter discusses the necessity and feasibility of the research objects and the content of the research.The latest policies of the country and autonomous region are analyzed and explained.The fourth chapter analyzes the present situation of pastoral areas and analyzes the achievements made in detail.The fifth chapter analyzes the problems in the grass-roots social governance of pastoral areas with the survey interview data samples,and the last chapter combines the problems to optimize the grass-roots social governance in pastoral areas.The feasibility strategy of rationale.The study found that the supply of public services in grass-roots social governance is more important to local residents,and can promote its active participation in the local social governance,and the traditional problems in the institutional mechanism are the key factors that affect the local social governance.Therefore,the research suggestions should be made from the living environment of the pastoral area,the administrative body,the governance mechanism,the public service and so on,to solve the problems of the supply and demand,the system and the mechanism.
