A Study On The Lack Of Public Policy In The Development Of Social Enterprises In China

The social enterprise is the organization who use the business approach to achieve social objectives and values. It could not only solve the funding dilemma problem of traditional non-profit organizations, but also could supply public services and solve social problems more efficient and direct than the enterprises who want to undertake the social responsibility. At the end of last century, after market failure and government failure, the voluntary failure has appeared in the western countries. Western welfare countries want to develop the NPOs to help public and society to solve the social problems. Because of the impact of global economic fluctuations and lack of sufficient and sustainable funding support, many non-profit organizations could not supply efficient public services. Some of them even could not survive in that period. Under this background, social enterprises, a new hybrid system organizations with the dual characteristics of social and profit, emerged as the times require. An increasing number of successful cases have made public management academia aware of the high efficient capacity and ability of supplying public services and solving social problems of social enterprises. According to the research, it could easily found that most of the countries who have the developed social enterprises have the relevant public policy system to develop and support the social enterprises.In my country, because of the developing of public management theory, all the circles gradually accepted the importance of the third sector. Developing social enterprises could have promotion function to the construction of national governance system, improvement of social public services supply, high efficient allocation of social resources and solution of livelihood problems and development of social harmony. In China, the development of social enterprises is still at the primarily stage. Social enterprises faced several developing obstacles and lack of necessary support policies. Most of western countries have the public policy systems of the social enterprises which were conform to their specific national situation. It is necessary to research the deficiency problem of public policies of social enterprises in China.The first part of the paper introduces the domestic and foreign research situation of the social enterprises. The second part describes the domestic and foreign relevant definition and theories of social enterprises. The third part analyze the reason of the rise of social enterprises by using the theories, and sum up needed development public policies by comparing the current situation of domestic and foreign social enterprises. The fourth part summarize the existing relevant public polices and discuss the policy deficiency problem of social enterprises in China. The fifth part of the paper analyze the reason why China still lack of public policies of development of social enterprises. At last, the paper propose the policy advices which could conform to the national conditions based on the reason from the fifth part.
